Swimming Pool Installation Checklist
Overview
This document outlines the requirements for obtaining a building permit and scheduling inspections for swimming pools, spas, and hot tubs in Altoona, PA. It applies to both in-ground and above-ground pools, as well as any spa or hot tub containing water over 24 inches deep.
Submission Requirements
Before submitting an application, you must have a "checkmark" in all sections of the following checklist:
- Site Plan: Must show the proposed pool, hot tub, or spa location and include distances in feet to the front, sides, and rear property lines.
- Construction Documents: Three (3) complete sets of documents showing code compliance are required. These must include:
- Safety Barrier: Details on the type (fence, walls, etc. ) and height.
- Decking: If a deck is being installed, submittal requirements for the deck must also be included.
- Electrical Service: Location and wiring method for pumps, filters, and receptacles.
- Application: A completed building permit application.
Note: If minimum requirements are not met, the applicant will be asked to supply additional information. Once approved, fees must be paid before picking up the permit at City Hall.
Inspection Procedures
- Permit Posting: The building permit must be posted on-site and visible from the road until the project is complete.
- Plan Availability: Approved plans must be available at all times for inspection.
- Scheduling: The permit applicant or authorized agent is responsible for scheduling all inspections.
- Readiness: Do not schedule an inspection unless the work is ready.
- Permit Number: You must supply your permit number when scheduling an inspection.
Notice Requirement: Please give three (3) working days' advance notice for inspections. Footing inspections are given priority.
Inspection Checklist by Phase
The following inspections are required for all pools:
- Electrical Inspection:
- Bonding of all metal parts (rebar, ladders, etc. ) prior to placing concrete.
- Underground wiring inspection prior to covering.
- Deck Inspection: If installing a deck around or next to the pool, use the inspection procedure for decks.
- Safety Barrier Inspection: Must be done prior to filling the pool with water.
- Final Electrical Inspection.
- Final Inspection: Occurs when the job is completely finished, prior to the occupancy permit and after the electrical inspection.
