SEPTEMBER 7, 2021
The regular meeting of the Martinsburg Borough Council was held on Tuesday, September 7, 2021 in the municipal building. The meeting started at 7:00 p. m. with prayer by Richard Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Vice-Pres. Durban D. Metzler, Pro-tem Ed Bennett, Councilman Neil E. Gartland, Councilman Charles E. Kensinger, Councilman Darin B. Meck and Councilwoman Linda K. Smith In addition to council, present were Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Chris Jancula, James Dell, and Anna Baughman of the Morrisons Cove Herald The MINUTES of the regular meeting of August 2, 2021 were approved on a motion by Linda Smith, seconded by Durban Metzler. The motion passed unanimously. The FINANCIAL AND TREASURER’S REPORTS for August 2021 were prepared and presented by Secretary/Treasurer Jane Staily. The LIST OF BILLS for August 2021, check nos. 10445-10457 in the amount of $172,780. 05 (including a transfer to the Reserve Fund of $70,000 and a transfer to the American Rescue Plan Fund for $98,086. 34) was approved on a motion by Charles Kensinger, seconded by Neil Gartland. The motion passed unanimously. MAYOR RICHARD BRANTNER (Sr. ) presented his report as written. He will be leaving around 7:30 p. m. to attend another function. Chief Hoover presented the POLICE REPORT as written. Chief Hoover thanked Mayor Brantner for a letter he had written to Attorney Kate Hoover. The flooding from TROPICAL STORM IDA did not generate any extra calls for the police department. There were a few issues on the township roads with flooding. Blair County has not announced their TRICK-OR-TREAT recommendation night yet. Typically, it is the last Thursday of October from 6-8 p. m. Chief Hoover did some more research on the ELECTRONIC SPEED SIGNS. PennDOT does require a permit at no cost. The four signs will need two permits – one for each road (Route 866 and Route 164). Once we know where we want to place them PennDOT will come out and do the permit. It will be a one-time deal unless we add additional signs. The company he was checking out the signs from offers a $1,000 discount off the total of the four signs. The estimated cost will be about $12,450. 00 ($3,250 each x 4 less the $1,000 discount + $450 shipping). The cost estimate may not include the posts. They are solar powered. The signs will monitor data like a traffic study. PennDOT will do the engineering for the permit. We could probably have them operational by spring. September 20th is the anniversary of the SEPTEMBER 11TH TERROR ATTACKS and for the thirteen soldiers killed in Afghanistan recently. The police department put up thirteen flags on the corner lot in honor of the thirteen soldiers killed. A lot of positive comments were received on Face Book about the display. Council commended Chief Hoover for taking the initiative for the display. [Mayor Richard Brantner, Jr. left at 7:24 p. m. ] BOROUGH MANAGER Rich Brantner reported. AUG 3 – New Enterprise Stone & Lime Co. milled the CURB LINES on S. Walnut StreetAUG 4 – New Enterprise Stone & Lime Co. PAVED the streets AUG 6 – the LIENS were paid for on the property of 118 E. Julian Street and 212 S. Market StreetAUG 16 –there was a scheduled POWER OUTAGE for a large part of the borough including the signal light – we got to use our new generator hook upMARTINSBURG BOROUGH COUNCIL MINUTESSEPTEMBER 27, 2021 – PAGE 2AUG 18 – we got about 3 inches of RAIN in about 1 ½ hours – had some minor flooding on the roadways due to the storm pipes and drains not being able to handle all that water at once – we had flooding at the wastewater treatment plantAUG 25 – Brian painted the CURB yellow at S. Walnut and E. Allegheny StreetAUG 31 – we got three pumps ready, filled up gas cans and got some sand bags ready for TROPICAL STORM IDASEP 1 – received about 5 1/2 inches of rain from TROPICAL STORM IDA – we pumped all day and night at the wastewater treatment plant – the fire company was also busy pumping -someone backed over the COMPOST SITE CARD READER Borough Secretary/Treasurer reported that DRAFT NO. 1 OF THE 2022 BUDGET was prepared. A budget workshop will be scheduled in October. Charles Kensinger thanked Gerald Leidy for the photo he provided for the W. GENE HENRY MEMORIAL. He altered the photo to work for the plaque. The plaque cannot be ordered until there is enough money to pay for it and it will take about two months to produce. The granite base may not be purchased until next summer. The W. Gene Henry Memorial Fund account was opened up with $500. The fund will be all contributions with no tax dollars going into it. The fire company has organized a chicken barbeque for September 25th. Tickets are $10. 00 each. One-half of the money they make will be donated into the W. Gene Henry Memorial Fund. Council on a motion by Ed Bennett, seconded by Darin Meck authorized to expend the moneys needed for the memorial plaque enough donations are received to pay for it. The motion passed unanimously. Chuck and Rob already have their student identification numbers for their NIMS. Darin and Neil still need to obtain their student identification numbers. Rob Dickson made several COMMENDATIONS, the first one going to Borough Manager Rich Brantner, Jr. for getting the curb painted on the corner lot of E. Allegheny and S. Walnut Streets. Parking at that corner is discouraged. He commended Chief Hoover for the flag display. He also commended the fire department for volunteering all their time the day of the flood pumping basements. Council on a motion by Charles Kensinger, seconded by Linda Smith, approving Thursday, October 28, from 6-8 p. m. at TRICK-OR-TREAT NIGHT subject to change if the county approves of a different evening. The motion passed unanimously. Manager Rich Brantner, Jr. suggested that a NEW COMMUNITY MAP be produced since it has been seven years since the last one was distributed. He would like to do it again in conjunction with North Woodbury Township. The map is no cost to the borough other than the part-time secretary’s time to get the business ads for the map. The boy scouts will deliver the maps for free. Council on a motion by Durban Metzler, seconded by Neil Gartland, approved to proceed with a community map for 2022. The motion passed unanimously. Council on a motion by Charles Kensinger, seconded by Ed Bennett, adopted the 2022 MMO for the NON-UNIFORMED PENSION PLAN PMRS Plan No. 07-045-3N in the amount of $24,714. The motion passed unanimously. Council on a motion by Charles Kensinger, seconded by Neil Gartland, adopted the 2022 MMO for the UNIFORMED PENSION PLAN PMRS Plan No. 07-045-3P in the amount of $20,560. Since the 2021 Paving Project was budgeted at $40,000 a motion will be necessary to pay the total amount since it went a little over. Council on a motion by Neil Gartland, seconded by Darin Meck, authorized to pay New Enterprise Stone and Lime Co. $40,119. 57 for the 2021 Paving Project to be paid from the Highway Liquid Fuels Fund. The motion passed unanimously. Council on a motion by Durban Metzler, seconded by Linda Smith, authorized to advertise Ordinance No. 2021-632 indicating the borough’s intention to file ARTICLES OF AMENDMENT with the Secretary of the Commonwealth of Pennsylvania for forming an authority to extend the existence of the MARTINSBURG MUNICIPAL AUTHORITY for an additional fifty (50) years. The motion passed unanimously. A brief hearing will be held at 7:00 p. m. at the beginning of the October 4th council meeting.
