Overview

This document outlines the requirements for applying for a building permit for residential additions in Altoona, PA. It covers the necessary documentation to submit and the specific inspection procedures required during construction.

Application Requirements

To apply for a permit, you must have a "checkmark" in all sections of the checklist below. The City of Altoona Codes & Inspections Department will review plans to determine code compliance.

Required Documents:

  • Site Plan: Must show the proposed addition, outside dimensions, and distances to front, side, and rear property lines.
  • Construction Documents: A complete set showing code compliance, including:
    • Floor plans with room sizes.
    • Footing details (depth, thickness, width, rebar).
    • Foundation type and anchorage.
    • Roof rafter size, species, grade, and spacing.
    • Roof sheathing details.
    • Ceiling and floor joist sizes and spacing.
    • Wall sections (plates and headers).
    • Beam locations and sizes.
    • Door sizes.
    • Window types and emergency egress dimensions.
    • Smoke/CO alarm placement.
    • Insulation values (U-values for windows, R-values for walls/attic/foundation).
    • Heating, plumbing, and electrical details.
    • Stair specifications (riser/tread dimensions, handrails, guardrails).
    • Basement escape openings (if applicable).
    • Wall bracing details.
    • Completed Building Permit Application form.

Process:

  • If minimum requirements are not met, you will be asked to supply additional information.
  • Once approved, a permit is issued, and fees must be paid before pickup at City Hall.

Inspection Procedures

The permit applicant or authorized agent is responsible for scheduling all inspections. You must provide your permit number when scheduling.

General Rules:

  • The building permit must be posted on-site and visible from the road until completion.
  • Approved plans must be available at all times for inspection.
  • Do not schedule an inspection if the work is not ready.
  • Notice: You must give three (3) working days advance notice for inspections.

Inspection Schedule & Priority:

  1. Footing Inspection (Priority): Done after forming and prior to placing concrete.
  2. Foundation Inspection: Done for French drain and water-proofing prior to backfilling.
  3. Plumbing Under Slab: Rough-in done prior to placing concrete floor.
  4. Framing Inspection: Done prior to insulating, but after heating, plumbing, and wiring are roughed in. Must be done before any exterior finishes are applied.
  5. Energy Conservation: Inspection required.
  6. Wallboard: Only needed if there is an integral or attached garage.
  7. Final Inspection: Done when the job is completely finished, prior to occupancy permit, and after plumbing, mechanical, and electrical work.
