Overview
This document is a Residential Rental Unit License Application for the City of Altoona, PA. It serves as the primary application for landlords to register rental properties and obtain a license from the Codes and Inspections Department.
The form is divided into two main parts:
- Standard Application: For new rentals, existing rentals, and general property registration.
- Family Exemption Application: A specific addendum for owners who qualify for an exemption because they live in the property with a family member.
Key Requirements & Fees
- Mandatory Attachments: The application will not be accepted without a completed Tenant Registration Form and Proof of Rental Insurance.
- Inspections: The City reserves the right to inspect the dwelling and may require copies of leases.
- Legal Warning: Submitting false statements is a third-degree misdemeanor under Pennsylvania Crimes Codes.

- Registration Fees:
- $60. 00 per unit for the first 4 units per building.
- $20. 00 for each additional unit per building thereafter.

Section 1: Rental Property Information
Applicants must provide the physical address of the rental property, the number of units per building, how units are designated (e. g. , A, B, 1st Fl), and the number of leases associated with the property. It also asks if the property is used as student housing, a group home, or recovery home.
Section 2: Ownership Information
This section collects the owner's details, including name, physical address (no PO Box), city, state, zip, and contact information (home phone, cell phone, alternate phone, email).
- Note: If the owner is an LLC or corporation, a Certificate of Good Standing from PA (or the state of creation) is required.
Section 3: Manager/Contact Person
A local contact person residing in Blair County is required if the owner lives outside of Blair County. This section collects the manager's name, address, and contact details.
Section 4: Family Exemption Application
This section is for owners applying for an exemption. It requires:
- Property & Owner Info: Similar to Section 2 but formatted for the exemption context.
- Occupant Information: Details about the family member living with the owner (relationship, name, contact info).
- Signatures: Both the occupant and the owner must sign.
- Notarization: The Owner's signature must be signed in the presence of a Notary Public, who must provide valid ID and complete the Acknowledgement section.
