Program Overview

The Pennsylvania Homeowner Assistance Fund (PAHAF), administered by the Pennsylvania Housing Finance Agency (PHFA), provides financial support to homeowners in Pennsylvania who were financially impacted by the COVID-19 pandemic.

Eligibility Criteria

To qualify for assistance, applicants must meet the following requirements:

  • Income: Household income must be equal to or less than 150% of the area median income (AMI). Priority is given to households at or below 100% AMI.
  • Residency: The homeowner must own and occupy the property as their primary residence, located in Pennsylvania.
  • Hardship: The homeowner must have experienced a financial hardship resulting from the pandemic after January 21, 2020 (including hardships that began before this date and continued after).
  • Loan Type: The first mortgage must be a conforming loan meeting federal limits for the year it was taken.
  • Exclusivity: Homeowners cannot receive the same assistance for mortgage payments, reinstatement, property charges, or utilities from another federal, state, local, nonprofit, or tribal source.

Available Assistance

The program aims to prevent mortgage delinquencies, default, foreclosure, displacement, and utility disconnection.

  • Maximum Benefit: Up to $30,000 or 24 months of assistance per household.

Specific Assistance Types:

  • Mortgage Reinstatement: Funds to bring a first mortgage current and pay other housing-related costs.
  • Mortgage Payment: Forward payment assistance for up to 6 months or until the $30,000 cap is reached.
  • Property Charges: Funds for past-due property taxes, reverse mortgage insurance premiums, HOA fees, condominium fees, or common charges that risk ownership.
  • Utility Payment: Funds to resolve delinquent utility payments if no other assistance exists and there is imminent disconnection, liens, or displacement.
