Definitions
- Abandoned Vehicle: A vehicle parked on a public street or alley for more than 48 hours that is unattended and lacks:
- A valid registration plate.
- A certificate of inspection.
- An ascertainable vehicle I. D. number.
- Note: It also includes any vehicle parked for 48 hours without the owner's consent.
- Junked Automobile: A vehicle with no valid registration or inspection that has been stripped, partially disassembled, inoperable, or immovable. It is considered junked if parked on a public street for 48 hours or on private property for more than 30 days.
Junked Vehicle Regulations
It is unlawful to park or store a junked vehicle on public property (including streets and alleyways). However, up to one junked vehicle may be stored on private property if the owner resides there and meets specific conditions:
- Permit Required: Owners must obtain a semi-annual permit from the Borough. The cost is established by the Borough and indicates if the vehicle is being restored or intended for off-street use.
- Cover Required: Any junked vehicle stored on private property must be constantly covered by an automobile/motor vehicle cover specifically sold for that purpose. If a specific cover is not manufactured for the vehicle type, police regulations apply.
