MARTINSBURG BOROUGH COUNCIL MINUTES
OCTOBER 4, 2021

The regular meeting of the Martinsburg Borough Council was held on Monday, October 4, 2021 in the municipal building. The meeting started at 7:00 p. m. with prayer by Richard Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Vice-Pres. Durban D. Metzler, Pro-tem Ed Bennett, Councilman Neil E. Gartland, Councilman Charles E. Kensinger, Councilman Darin B. Meck and Councilwoman Linda K. Smith In addition to council, present were Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Mike Gieg, James Dell, Sandy Weyandt, and Allan Bassler of the Morrisons Cove Herald The MINUTES of the regular meeting of September 7, 2021 were approved with the correction on page 1 in the manager’s report that “…the liens were paid for on the property of 118 E. JULIAN Street…” on a motion by Linda Smith, seconded by Durban Metzler. The motion passed unanimously. The FINANCIAL AND TREASURER’S REPORTS for September 2021 were prepared and presented by Secretary/Treasurer Jane Staily. The LIST OF BILLS for September 2021, check nos. 10458-10496 in the amount of $75,894. 11 was approved on a motion by Charles Kensinger, seconded by Neil Gartland. The motion passed unanimously. MAYOR RICHARD BRANTNER (Sr. ) presented his report as written. Chief Hoover presented the POLICE REPORT as written. The remainder of Blair County has chosen the same night for Trick-or-Treating as we did, Thursday, October 28, 2021 from 6-8:00 p. m. BOROUGH MANAGER Rich Brantner reported. SEP 9 – OAKVIEW LIFT STATION was put on line and is up and runningSEP 9 – Stiffler & McGraw came in to video some of the SEWER LINESSEP 17 – met with a few municipal authority members, engineer, Durban Metzler, Senator Judy Ward and Representative Jim Gregory on some issues we are having with DEP on the proposed LEAD JOINT WATER LINE REPLACEMENT PROJECTSEP 30 –had a WATER LEAK around the 400 block of S. Market Street and had to put some customers on the 400 block on a boil water advisorySandy Weyandt inquired when S. Market Street would be PAVED. South Market Street is State Highway and is not maintained by the borough. It was last paved by the State in 2005 or 2006. JAMES DELL mentioned that he appreciated being able to attend the borough council meetings. Durban Metzler reported that the municipal authority is trying to obtain funds from a grant for the PROPOSED LEAD JOINT WATERLINE PROJECT. The cost of the project will significantly increase if the old water line has to be removed when the new one is installed. The grant response is trying to make it part of the project. State officials have been contacted and are trying to intervene to keep the removal of the old line out of the project since that is typically not how new water lines are done.

Chuck Kensinger reported that the thermometer for donations towards the W. GENE HENRY MEMORIAL was put up on September 14th. On September 18th eighteen (18) people attended the “kick off” for the project and the Morrisons Cove Herald took a photo. Currently the fund has collected $2,325 in donations. The next committee meeting is scheduled for this Wednesday. The thermometer will be painted when the donations reach $4,000 which is just about the cost of the plaque. The granite monument will cost about $6,000. We are currently just a little over 20% of the goal of $10,000. The committee hopes to order the plaque soon. Our town will be forever grateful for all that Gene Henry has done for our community. Council wanted to make sure there is enough money to purchase the ELECTRONIC SPEED SIGNS before they are ordered. It will be discussed at the budget meeting. Council on a motion by Ed Bennett, seconded by Charles Kensinger, approved to advertise to hold a SPECIAL MEETING to work on the 2022 BUDGET AND FOR GENERAL PURPOSES to be held on Monday, October 18, 2021 at 6:00 p. m. The motion passed unanimously. Council on a motion by Durban Metzler, seconded by Linda Smith, adopted ORDINANCE NO. 2021-632 TO FILE ARTICLES OF AMENDMENT with the Secretary of the Commonwealth of Pennsylvania for forming an authority and to extend the existence of the Martinsburg Municipal Authority for an additional fifty (50) years. The motion passed unanimously. Manager Rich Brantner, Jr. reported that the MARTINSBURG VOLUNTEER FIRE COMPANY has started the brick casing on the new addition to the fire company building. The contractor is waiting on some materials. The fire company was hoping to be in the new addition by Thanksgiving but materials have been back ordered so they may not be in by that time now. They are hoping to have an open house sometime at the beginning of the year. A sit-down Dutch meal is being planned as the next fund raiser. Only 300 tickets will be sold for this meal. Council and Mayor received an invitation from the Morrisons Cove Gettysburg Memorial Committee to attend a dedication program for a newly constructed memorial in honor of the seventy (70) men from Morrisons Cove who fought at the BATTLE OF GETTYSBURG on July 1-3, 1863. The dedication ceremony is on October 9, 2021 at 1:00 p. m. Attached to this evening’s agenda is an informative packet from the Office of Open Records regarding PENNSYLVANIA’S SUNSHINE ACT (the open meetings law). Minutes of the MARTINSBURG VOLUNTEER FIRE COMPANY of the regular meeting of September 13, 2021 were included in the agenda packets. The meeting ADJOURNED at 7:35 p. m. on a motion by Ed Bennett, seconded by Darin Meck. The motion passed unanimously. Respectfully submitted,
