MARTINSBURG BOROUGH COUNCIL MINUTES
NOVEMBER 1, 2021
The regular meeting of the Martinsburg Borough Council was held on Monday, November 1, 2021 in the municipal building. The meeting started at 7:00 p. m. with prayer by Richard Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Vice-Pres. Durban D. Metzler, Pro-tem Ed Bennett, Councilman Neil E. Gartland, Councilman Charles E. Kensinger, and Councilwoman Linda K. Smith (Darin B. Meck was absent) In addition to council, present were Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Matt Gieg, James Dell, Sandy Weyandt, and Anna Baughman of the Morrisons Cove Herald The MINUTES of the regular meeting of October 4, 2021 were approved on a motion by Linda Smith, seconded by Neil Gartland. The motion passed unanimously. The MINUTES of the budget workshop on October 18, 2021 were approved on a motion by Chuck Kensinger, seconded by Ed Bennett. The motion passed unanimously. The FINANCIAL AND TREASURER’S REPORTS for October 2021 were prepared and presented by Secretary/Treasurer Jane Staily. The LIST OF BILLS for October 2021, check nos. 10497-10522 in the amount of $103,200. 45 was approved on a motion by Durban Metzler, seconded by Neil Gartland. The motion passed unanimously. MAYOR RICHARD BRANTNER (Sr. ) presented his report as written. The 2021 CHRISTMAS PARADE is scheduled for Saturday, December 4TH at 11 a. m. Mayor Brantner would like to see more churches involved since it is a Christmas parade. Council commended the borough crew for running the street sweeper and keeping the streets clean. Chief Hoover presented the POLICE REPORT as written. TRICK-OR-TREAT NIGHT was quiet. The chief gave out 300 treats and there was no snow that evening. The department may be losing one of the part-time patrolmen to Huntingdon Borough. BOROUGH MANAGER Rich Brantner reported. OCT 9 – attended the Gettysburg’s CIVIL WAR MEMORIAL along S. Walnut Street in front of the park and blocked off the street with cones and barricadesOCT 13 – we blacktopped some UTILITY CUTS throughout the boroughOCT 15 – DUKES ROOT came in and foamed some sewer linesOCT 21 –had a SEWER BACKUP on Hershberger StreetOCT 27 –had a meeting with the AMERICAN RESCUE PLAN COMMITTEE on what we are interested in purchasing to present to borough council Attorney Matt Gieg reported that two borough properties, the 310 E. Allegheny Street lot and the fire company’s S. Market Street lot, were both approved for TAX EXEMPTION beginning 2022. Linda Smith reported that the REVITALIZATION COMMITTEE ordered the new wreath bows and are planning to put them up before the Christmas parade.

Chuck Kensinger reported that the W. GENE HENRY MEMORIAL plaque has been ordered. It should take about fifty-three working days to receive it. The committee met on October 27 and repainted the donation fund drive thermometer. Chuck read a note from James and Holly Means that was sent along with their donation mentioning nice things about Gene Henry as an educator and friend. November 17 will be the committee’s next meeting. There are enough donations to now order the granite from Everett Marble and Granite. It will take about six months and the price includes installation. Chuck Kensinger thanked the fire company for their generous gift of 50% of the proceeds they received from the chicken barbeque. Manager Rich Brantner, Jr. reported that the RECYCLING GRANT of $1,513. 58 was just recently received. Council on a motion by Neil Gartland, seconded by Linda Smith, approved to advertise the 2022-4 BUDGET for the 10-day public inspection period to be considered for adoption at the December meeting. The motion passed unanimously. There is no tax increase in the 2022-4 Budget. Council approved to advertise the 2022 TAX ORDINANCES as follows with no tax increases for 2022: Council on a motion by Ed Bennett, seconded by Neil Gartland approved to advertise Ordinance No. 2021-633 REAL ESTATE TAX FOR 2022 as 1. 967 mills (increased from 1. 8710). The motion passed unanimously. Council on a motion by Linda Smith, seconded by Chuck Kensinger approved to advertise Ordinance No. 2021-634 PER CAPITA TAX FOR 2022 as $5. 00. The motion passed unanimously. Council on a motion by Durban Metzler, seconded by Chuck Kensinger approved to advertise Ordinance No. 2021-635 EARNED INCOME TAX FOR 2022 as ½ of 1%. The motion passed unanimously. Council on a motion by Ed Bennett, seconded by Linda Smith, approved to advertise Ordinance No. 2021-636 LOCAL SERVICES TAX FOR 2022 as $52. The motion passed unanimously. Council on a motion by Neil Gartland, seconded by Ed Bennett, approved to allocate $500 to the 2021 COVE CHRISTMAS LOVE PROGRAM. The motion passed unanimously. Council on a motion by Neil Gartland, seconded by Charles Kensinger, authorized to execute a letter granting permission for the park to temporarily close the necessary roads for the upcoming CHRISTMAS PARADE to be held on Saturday, December 4, 2021. The motion passed unanimously. Council on a motion by Durban Metzler, seconded by Ed Bennett, approved the 2022 EMPLOYEE RAISES as: Municipal Employees: Dept. Heads $1. 00, Full-time $. 75, Part-time $. 50; Police Dept. : 2%. The motion passed unanimously. The HUSTON TOWNSHIP POLICE AGREEMENT FOR 2022 AND 2023 as presented by Chief Hoover using the annual IRS mileage rates was approved subject to Huston Township also approving it on a motion by Chuck Kensinger, seconded by Neil Gartland. The motion passed unanimously. Manager Richard Brantner, Jr. presented four recommended purchases by the AMERICAN RESCUE PLAN Committee totaling $89,504. 12 for council approval.

The motion passed unanimously. Council on a motion by Linda Smith, seconded by Chuck Kensinger, approved to purchase a new DUMP TRUCK (chasis portion) for $30,000. 00 to be paid for by the American Rescue Plan Fund. The motion passed unanimously. Council on a motion by Durban Metzler, seconded by Neil Gartland, approved to purchase a POLICE COMPUTER for $6,000. 00 to be paid for by the American Rescue Plan Fund. The motion passed unanimously. Council on a motion by Neil Gartland, seconded by Durban Metzler, approved to pay for a portion of a new SKID LOADER in the amount of $27,289. 12 to be paid for by the American Rescue Plan Fund. The motion passed unanimously. Mayor Richard Brantner COMMENDED council and the employees on how wisely they manage tax payer money. Chief Kerry Hoover reported that there was a COUNTY WIDE POWER OUTAGE on Saturday from Allegheny Township to the end of the county. The New Enterprise substation was the problem. When our signal light went out the municipal employees, the police department, and the fire company responded quickly. Fortunately, the power came on rather quickly but could have been out for a while. The meeting ADJOURNED at 8:10 p. m. on a motion by Ed Bennett, seconded by Linda Smith.
