Hazard Mitigation Planning Committee Meeting

Meeting Minutes Summary
Mr. McFarland provided a status update on the current Hazard Mitigation Plan and the startup of the 2018 plan. Key points from the meeting included:
- Hazard List: The list of hazards was consolidated from over 50 to a total of 36. Some hazards were removed because they occurred at a higher rate than expected in the current plan.
- Goals: The committee is in good shape regarding goals for the 2013 plan, having met slightly better than 65% of them.
- Education Programs: Public education campaigns included placing literature in all libraries. Updates from PEMA can be added to these materials.
- Evacuation Routes: These remain difficult due to the unpredictability of hazards (e. g. , dam breaks). Specific corridors have been identified for hazardous materials derailments.
- Transportation: Improvements are expected to take two cycles. The Burns Avenue at 764 intersection was added to the transportation improvements list through MPO and PennDOT.
- Storm Preparedness: A brochure is being finalized for distribution to increase public awareness and response. It will be available in both electronic and paper formats.
- Community Rating System (CRS): Altoona is the only municipality in Blair County with a CRS rating of 8. Other municipalities could potentially achieve an 8 or 9 rating by keeping better records, which would lower flood insurance premiums.

Floodplain Statistics: Woodbury Township
Figure 24 provides a map and statistical breakdown for Woodbury Township regarding flood risks.
- Units in Floodplain: 14 units (2%) are located in the 100-year floodplain, with none located in the floodway.
- Parcels Intersecting Floodplain: 213 parcels (23%) intersect the 100-year floodplain, and 143 are located in the floodway.
