This document outlines the core guiding principles for Blair County Children, Youth and Families. It defines the organization's purpose, its long-term goals, and the specific values that drive their work practices.

Mission: Our Purpose

The organization is dedicated to three main objectives:

  • Strengthening families.
  • Protecting the rights and welfare of children in the community.
  • Ensuring children have opportunities for healthy growth and development, free from abuse or neglect.

Vision: Our Plan to Reach Goals

The organization aims to provide necessary resources through family and community partnering. The ultimate goal is to strengthen families and ensure the safety, permanency, and well-being of the children they serve.

Values: Guidelines for Work Practices

The organization operates based on five core value categories:

Safety

  • Belief that all children have the right to a safe, nurturing, and stable environment.
  • Efforts to empower caregivers to take personal responsibility for children's needs.
  • Recognition and nurturing of natural community supports to promote prevention, protection, and lifelong connections.

Promoting Strong Families

  • Belief that families are their own catalysts for change and possess inherent strengths.
  • Support provided through education, skill building, guidance, and collaborative decision-making.
  • Empowerment of individuals to meet challenges and create positive change.
  • Building on initial strengths by listening, meeting families where they are, and respecting differences.

Permanency

  • Belief that children deserve permanency in a timely manner.
  • Recognition that family settings are the best place for children to grow and thrive, regardless of family shape or size.
  • Support for maintaining family connections in the child's best interest.

Well-being

  • Advocacy for children's best interests within their families and community.
  • Foundations of trust built on honesty, respect, dignity, and empathy.
  • Commitment to respecting, valuing, and celebrating diversity.
  • Support for youth self-sufficiency and the right to have a voice in decision-making.

Organizational Excellence

  • Recognition that a team approach with shared responsibilities and diverse perspectives best serves children and families.
  • Commitment to quality practice and organizational excellence as vital to achieving goals.
