Meeting Overview

The regular meeting of the Martinsburg Borough Council was held on Monday, May 3, 2021, at the municipal building. The session began at 7:00 p. m. with a prayer by Richard Brantner, Jr. , and the Pledge of Allegiance.

Officials Present:

  • Council: Mayor Richard A. Brantner, Sr. , Vice President Durban D. Metzler, Pro-tem Ed Bennett, Councilman Charles E. Kensinger, Councilman Darin B. Meck, and Councilwoman Linda K. Smith.
  • Absent: Rob Dickson and Neil Gartland.
  • Staff/Other: Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Mike Gieg, James Dell, and Sandy Weyandt.

Financial Reports & Bills

  • Minutes: The minutes from the April 5, 2021 meeting were approved unanimously.
  • Financials: Secretary/Treasurer Jane Staily presented the Financial and Treasurer’s Reports for April 2021.
  • Bills: The List of Bills for April 2021 (check nos. 10309-10326) totaling $11,929. 21 was approved unanimously on a motion by Charles Kensinger.

Police Department Updates

Chief Kerry Hoover presented the police report, highlighting several key activities and equipment updates:

  • Police Appreciation Week: Mayor Brantner proclaimed the week of May 9, 2021, as "Martinsburg Police Department Appreciation Week. "
  • Scam Awareness: Chief Hoover participated in a presentation regarding telephone scams at Homewood.
  • Equipment & Safety:
    • Received three new portable radios from Motorola on April 22.
    • National Drug Take Back Day (April 24): The department collected 50. 5 lbs. of drugs.
    • Vehicle Maintenance: An old police cruiser required water pump repairs ($1,600 labor fee). Lt. Davis’s car had oil leaks and needed tires. The council agreed to track vehicle repair costs monthly to monitor the maintenance budget.

Borough Manager Report (Rich Brantner, Jr. )

Manager Brantner provided updates on various municipal projects and maintenance tasks completed in April:

  • April 8: Borough crew began painting the borough garage.
  • April 9: Meeting with engineers/architects regarding the placement of a new dentist office on Penn Street.
  • April 14: Met with the Teeter Group to review the borough’s insurance policy.
  • April 22: Installed a storm water box on S. Walnut Street to alleviate rainwater runoff from South First Alley.
  • April 24: Crew spent the day repairing a water leak at W Allegheny and Nicodemus Street.
  • April 27: Mike Bowser from PennDOT visited to review the projected paving project for 2021.
  • April 27: Received notification from Penelec regarding a planned power outage on May 12.
  • April 27: Addressed a manhole break near Village at Morrisons Cove.
  • May 3: Received notification that Fox’s Pizza is changing its name to Small Town Pizza.

Ordinances & Resolutions

  • Real Estate Tax Refund: The council approved a refund of $400. 96 to the Martinsburg Volunteer Fire Co. No. 1 for overpayment of 2021 Borough Real Estate Taxes on properties at 201 S. Market Street and 104 E Penn Street, following the demolition of two apartment buildings.
  • Ordinance No. 2021-630: Adopted a one-hour parking regulation for three public spaces near the U. S. Postal Service at 101 E. Allegheny Street.
  • Ordinance No. 2021-631: Adopted regulations for stop signs on, near, and around Henry’s Pond Lane.

Community & Infrastructure Projects

  • W. Gene Henry Memorial:
    • The Revitalization Committee recommended placing four benches at the corner of E. Allegheny and S.
    • The council authorized the purchase of a bench in memory of W. Gene Henry for $700 (paid from the general fund).
    • Charles Kensinger and Mayor Brantner were appointed to the W. Gene Henry Memorial Committee to plan further honors.
  • 2021 Agricultural Parade: A motion was passed to close streets for the parade on June 29, 2021, subject to obtaining necessary PennDOT permits.
  • Paving Project: The council approved advertising the 2021 Paving Project for bid proposals. The project, to be completed by August 20, will cover Walnut Street, part of Woodlawn Avenue, and part of Railroad Street.
  • Signal Light Disconnect: The council authorized Tel Power to install a manual disconnect for the signal light generator, paid from the Highway Liquid Fuels Fund, to improve safety during power outages.
  • Building Cleaning: The municipal building requires routine cleaning. Manager Brantner will obtain a quote, to be tabled until the next meeting.

The meeting was adjourned at 7:56 p. m. on a motion by Ed Bennett, seconded by Darin Meck.
