Blair County Local Rules of Judicial Administration 4007.1 and 4008.1
Administrative Order Overview
On December 21, 2016, the Blair County Court of Common Pleas adopted new local rules governing court reporting and transcripts for the 24th Judicial District. The order was signed by President Judge Elizabeth A. Doyle and published in the Pennsylvania Bulletin on January 7, 2017.
Transcript Request Procedures (Rule 4007. 1)
- Submission: Requests must be submitted on a form provided by the Court Administrator, available for download at www. blairco. org.
- Filing Location: Requests must be filed with the District Court Administrator's Office at 423 Allegheny Street, STE 239, Hollidaysburg, PA 16648.
- Deadlines:
- Ordinary Transcripts: Filed with the original request.
- Daily, Expedited, or Same-Day Transcripts: Must be filed at least 10 days prior to the proceeding.
- Emergencies: A party may request a daily or expedited transcript via oral motion.
- Payment Requirements:
- The ordering party must pay 90% of the estimated total cost within 10 days of the request.
- Payments must be made by check or money order payable to the County of Blair.
- Cash is not accepted. Self-represented litigants must pay by money order only.
- Economic Hardship: If a litigant cannot pay due to economic hardship, the President Judge will determine eligibility for waiver or adjustment pursuant to Rule 4008. 1(B).
Transcript Costs (Rule 4008. 1)
Costs are payable by the initial ordering party unless waived for economic hardship or if the transcript is for the Commonwealth.
Electronic Format Costs
- Ordinary: $2. 50 per page
- Expedited (within 72 hours): $3. 50 per page
- Daily (within 18 hours): $4. 50 per page
- Same-Day (within 6 hours of court session close): $6. 50 per page
Paper Format Costs
- Ordinary: $2. 75 per page
- Expedited (within 72 hours): $3. 75 per page
- Daily (within 18 hours): $4. 75 per page
- Same-Day (within 6 hours of court session close): $6. 75 per page
Note on Condensed Transcripts: If a condensed paper transcript is ordered (more than one page of transcript per sheet of paper), the cost is calculated per sheet of paper, regardless of how many pages are on that sheet.
Economic Hardship Waivers
Transcript costs for ordinary transcripts in matters under appeal or necessary to advance litigation shall be waived for:
- Litigants permitted to proceed in forma pauperis.
- Litigants whose income is less than 125% of the federal poverty guidelines.
