Meeting Overview

A special meeting of the Martinsburg Borough Council was held on Friday, September 27, 2025 (noted as June 27 in the header), at 5:00 p. m. in the municipal building. The meeting focused on personnel matters and general purposes.

Attendees:

  • Council Present: Mayor Richard A. Brantner, President P. Robert Dickson, Pro-Tem Charles E. Kensinger, Councilmen James C. Dell, Mark K. Gartland, Neil E. Gartland, and Darin B. Meck.
  • Absent: Councilman Ed Bennett.
  • Other Officials Present: Borough Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Justin Davis, and several other staff members.

Personnel Decisions: Troy Jarrett

The council held an executive session to discuss the hiring of Troy Jarrett, a candidate for the police department who currently works in the Sheriff’s Department and is attending the police academy.

The council unanimously approved the following motions regarding Mr. Jarrett:

  • Immediate Part-Time Hire: Approved hiring Troy Jarrett as a Part-Time Officer effective immediately at a rate of $25. 00 per hour.
  • Letter of Intent: Issued a Letter of Intent to hire him as a full-time police officer.
  • Full-Time Offer: Approved hiring him as a Full-Time Police Officer upon completion of the academy and passing the MPOETC test.
    • Compensation: $30. 00 per hour plus a bi-weekly stipend of $300. 00 for the first year (26 pays) to help reimburse academy costs.
    • Vehicle: Approved for him to use a Take Home Car after completing his 90-day probation.

Mr. Jarrett accepted the offer. He currently lives in Duncansville and attends evening classes at the police academy in Johnstown from September 30, 2024, to October 1, 2025.

The meeting was adjourned at 6:03 p. m. on a motion by Charles Kensinger, seconded by Darin Meck.
