Meeting Overview
The Martinsburg Borough Council held its regular meeting on Monday, June 7, 2021, at the municipal building. The session began at 7:00 p. m. with a prayer and the Pledge of Allegiance.
Officials Present:
- Council: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Pro-tem Ed Bennett, Councilmen Neil E. Gartland, Charles E. Kensinger, Darin B. Meck, and Councilwoman Linda K. Smith.
- Absent: Durban Metzler.
- Staff/Attendees: Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Mike Gieg, James Dell, Jeff Gunnett, and Anna Baughman (Morrisons Cove Herald).
Key Reports and Updates
Infrastructure and Development
- Spring Drive Trailer Court: Jeff Gunnett presented a preview of plans to add 36–38 new lots to the grassy section of the Spring Drive Trailer Court. The property was purchased last year by Herb Fisher from W. Gene Henry.
- 2021 Paving Project: Two bids were received for the paving project:
- New Enterprise Stone & Lime Co. : $36,677. 20 (Awarded)
- Grannas Bros. Stone & Asphalt Co. : $38,771. 95
- The Council awarded the contract to New Enterprise Stone & Lime Co. , subject to solicitor approval.
- Manager’s Report (May Updates):
- May 4: Preconstruction meeting for sewer line work on E. Christiana Street.
- May 12: Meeting with Zimmermans regarding a dentist office on Penn Street; planned Penelec power outage occurred with no issues.
- May 18: Painting of crosswalks, stop bars, turning arrows, and speedlines; Dwayne Smith finished pouring sidewalks on a corner lot.
- May 19: Virtual meeting regarding interconnection between Martinsburg and Curryville.
- May 24: T. L. Long Excavating began site work at the Firehall.
- School Buses: The school requested to resume using Dilling Street for bus drop-offs/pick-ups to reduce congestion, as many students are currently driven.
Police and Safety
- Police Report: Chief Hoover reported increased activity due to better weather. The department is using a donated shed for the pistol range.
- Bicycle Safety: Concerns were raised regarding children riding bicycles without lights in the evening. The police will issue warnings and contact parents. A reminder will be posted on Facebook, and a news release will be issued by the Morrisons Cove Herald.
- Agricultural Parade: No update from PennDOT regarding the route for the 2021 Agricultural Parade, though a large crowd is expected.
- Parking Tickets: Council inquired about costs. Current fines are $15 for standard parking and $50 for handicapped spaces.
Community and Memorials
- W. Gene Henry Memorial: A committee met to discuss ideas for a memorial. No tax dollars will be used, and the borough crew will not maintain it. A proclamation declaring June 29, 2021, as "W. Gene Henry Day" was passed unanimously.
- Revitalization Committee: Planted shrubs and flowers on the E. Allegheny Street lot with help from borough crew.
- E. Allegheny Street Lot: Gene Henry donated this lot to improve visibility of the municipal building and relieve traffic. However, cars continue to park there after a house demolition. Council plans to pass an ordinance to eliminate public parking at that intersection before the next school year.
Financial Matters
- Minutes: The minutes from the May 3, 2021 meeting were approved.
- Financial Reports: The May 2021 Financial and Treasurer’s reports were presented by Jane Staily.
- List of Bills: Checks 10327–10379 totaling $148,170. 78 were approved. This included a $105,000 transfer to the Reserve Fund.
- Building Cleaning: Council approved hiring Leona Weaver to clean the municipal building every other week for $75, paid from the General Fund through payroll.
Executive Session and Adjournment
- An executive session was held from 8:00 p. m. to 8:08 p. m. to discuss legal matters.
- The meeting adjourned at 8:09 p. m. on a motion by Ed Bennett, seconded by Darin Meck.
Additional Notices
- Property Liens: C. William Brown has a potential buy for the 118 E. Julian Street property, which has municipal authority liens. A special municipal authority meeting is scheduled for Friday, June 11, at 2:00 p. m. to discuss these liens.
