JULY 12, 2021
The regular meeting of the Martinsburg Borough Council was held on Monday, July 12, 2021 in the municipal building. The meeting started at 7:00 p. m. with prayer by Richard Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Vice-Pres. Durban D. Metzler, Pro-tem Ed Bennett, Councilman Neil E. Gartland, Councilman Charles E. Kensinger, Councilman Darin B. Meck and Councilwoman Linda K. Smith In addition to council, present were Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Mike Gieg, James Dell, Sandy Weyandt and Anna Baughman of the Morrisons Cove Herald The MINUTES of the regular meeting of June 7, 2021 were approved on a motion by Linda Smith, seconded by Durban Metzler. The motion passed unanimously. BOROUGH MANAGER Rich Brantner reported. JUN 9 – attended the LEMC QUARTERLY MEETING along with Dusty Russell – the EMA team is available to come out to talk to council about the responsibilities at the September or October meeting at 6:30 p. m. prior to the regular meetingJUN 15 – set up a COVID VACCINATION CLINIC here at the municipal building – five (5) people showed up and were administered the vaccineJUN 17 – had a construction meeting on the progress of the SEWER LINE ON CHRISTIANA STREET – the contractor is behind schedule due to hitting rockJUN 21 –had another COVID VACCINE CLINIC set up at the municipal building – six (6) vaccines were administeredJUN 23 – attended a meeting with the municipal authority’s engineer and PENNVEST ON GRANTS for some water line replacement – the original 6-inch cast lines were installed in 1892 JUN 29 – had the TRAIN come in for the Ag Parade with about 150 passengersJUL 7 – received the first half of the AMERICAN RESCUE PLAN money in the amount of $96,086. 34JUL 8 – placed the MEMORIAL PARK BENCHES at the corner of E. Allegheny and S. Walnut Streets The sale of C. WILLIAM BROWN’S property at 118 E. Julian Street continues to move forward and should be closing soon. The new owner will concentrate of fixing up the outside first. The municipal authority is looking into obtaining grant/loan money for the $2. 5 million LOCK MOUNTAIN LEAD JOINT WATER LINE replacement project. (Manager Rich Brantner, Jr. left to attend the fire company meeting) The FINANCIAL AND TREASURER’S REPORTS for June 2021 were prepared and presented by Secretary/Treasurer Jane Staily. The LIST OF BILLS for June 2021, check nos. 10380-10402 in the amount of $180,410. 98 (including a $120,000 transfer to the Reserve Fund) was approved on a motion by Charles Kensinger, seconded by Neil Gartland. MAYOR RICHARD BRANTNER (Sr. ) presented his report as written. The police department did an outstanding job during the 2021 Ag Parade and the FOURTH OF JULY celebration activities at the park. They are to be commended. The newly organized CIVIL SERVICE COMMISSION has three regular members and an alternate. When first organized in June of 2019 the three members were staggered for a six year term (e. g. Christopher Brooks for two years; Lawrence Johnson for four years and Todd Bookhammer for six years; James Caporuscio as alternate) so that every two years one will be up for appointment. Chief Hoover will approach Chris Brooks for next month to see if he wishes to continue. There was interest in having a PENNDOT SPEED SIGN for coming into town. Since PennDOT requires a permit to display a sign Chief Hoover will check to see if a permit is necessary when borrowing a PennDOT sign. The sign is not for enforcement and does catch your attention but rather just to caution drivers of their speed. Chief Hoover presented the POLICE REPORT as written. It has been a busy month with all the park activities and parade. A lot of planning goes into the PARADE. The biggest concern this year was the heat. Extra medical personnel were on hand just in case. The Friday FIREWORKS display was one of the biggest crowds ever. The traffic was done by 11:30 p. m. There were no major incidents during the Fourth of July celebration activities. The parade was live streamed on Face Book. Durban Metzler attends the MUNICIPAL AUTHORITY meetings and commended the board members for how serious they take their job. We are fortunate to have such a wonderful board. Members of the W. GENE HENRY MEMORIAL COMMITTEE Charles Kensinger, Mayor Rich Brantner, and William Replogle went to Franklin PA on July 22 to visit at the bronze company and look at their products. Martinsburg Borough Tax Collector Jane Staily presented council with a list of 2020-21 Per Capita Tax payers that completed forms for EXONERATION/EXEMPTION from paying the tax for various reasons including non-resident, full-time student, death, or low income. Council on a motion by Ed Bennett, seconded by Charles Kensinger, authorized to EXONERATE/EXEMPT twenty (20) tax payers from paying the 2020-21 PER CAPITA TAX of $5. 00 per person. The motion passed unanimously. The first list was presented back in the fall. The first half of the AMERICAN RESCUE PLAN funding in the amount of $96,085. 34 was received on July 7, 2021. There are many restrictions on the money and we have three years to spend it. President Rob Dickson suggested forming a committee to look into how it will be spent. There are upcoming webinars on the funding restrictions. Minutes of the MARTINSBURG VOLUNTEER FIRE COMPANY of the regular meeting of June 14, 2021 were included in the agenda packets.
