MARTINSBURG BOROUGH COUNCIL MINUTES
Meeting Overview
The Martinsburg Borough Council held its reorganizational meeting on January 3, 2022, at the municipal building. The session began at 7:00 p. m. with a prayer and the Pledge of Allegiance.
Officers and Commissions
The council elected new officers for the upcoming term:
- President: Rob Dickson (nominated by Ed Bennett)
- Vice-President: Durban Metzler (nominated by Rob Dickson)
- Pro-Tempore: Charles Kensinger (nominated by Durban Metzler)

The council approved several staff appointments, including:

Board and Committee Appointments
Various boards and committees were appointed for the year:
- Planning Commission: William C. Lewis (4-year term ending 1/2026)
- Municipal Authority: Nathan P. Ormsby (5-year term ending 1/2027)
- Zoning Hearing Board: Destarta Carberry (3-year term ending 1/2025)
Key committees appointed included the Pension Committee, Employee Medical Reimb. Com. , Revitalization Committee, Recycling Committee, and the Committee for Trooper Landon Weaver Memorial.
Financial Reports
- List of Bills: The council approved the list of bills for December 2021 (check nos. 10553-10581) totaling $23,803. 12.
- Depositories: The council voted to maintain depositories at First National Bank and PLGIT for various funds, including General Fund Checking, Payroll, Equipment, and the W. Gene Henry Memorial fund.
- Minutes: The minutes from the regular meeting of December 6, 2021, were approved.
Borough Manager Report (Richard Brantner, Jr. )
The Borough Manager provided a status update on several municipal activities:
- Wastewater: Penna. DEP inspected the Wastewater Treatment Plant on Dec 14.
- Sanitation: Oasis Property Management, Inc. was contracted to disinfect the municipal building and police cars every two weeks at a cost of $225 per application.
- Infrastructure: A water main break occurred on the 100 block of E. Christiana Street (Dec 20). PennDOT conducted an audit for the Highway Liquids Fuels Fund for 2019 and 2020.
- Memorial Progress: Chuck Kensinger reported on the W. Gene Henry Memorial. A bronze plaque (28" x 34") and granite base have been ordered. As of the meeting, $8,322. 00 had been donated toward the $10,000 goal. No public funds are being used for this project.
