Overview

This document outlines the policies and application procedures for obtaining a handicap parking sign in Altoona, PA. It details eligibility requirements, fees, and the submission process managed by the Public Works Department.

Eligibility and General Rules

  • One Stall Per Residence: Only one on-street stall is considered per private residence. Multi-tenant and commercial requests are reviewed case-by-case.
  • Vehicle Restrictions: The stall is for one vehicle only. Trailers, RVs, and commercial vehicles are prohibited.
  • Usage: The stall is reserved for any handicapped placarded vehicle, not just the permit holder's personal vehicle.
  • Snow Emergencies: Vehicles must be moved during snow emergencies; no accommodation is provided.
  • Driveway Access: Residents with direct driveway access from the street are not eligible.
  • Safety & Code Compliance: Stalls will not be granted if they conflict with PA Motor Vehicle Code, city ordinances, or if the Engineering Department determines the placement creates an unsafe situation (e. g. , limiting site distance).
  • Placement: The engineer will field check locations to ensure signs are not too close to intersections, fire hydrants, or stop signs.

Application Requirements

  • Qualification: Applicants must have a current handicap parking placard or license plate. A copy must be attached to the application.
  • Ownership: Applicants must own the property where the sign is placed. If renting, the owner must complete an "Owner Authorization" section on the form.
  • Submission: Applications and initial payments can be mailed or delivered in person to the Public Works Department at Altoona City Hall (1301 12th Street, Suite 300).
  • Hours: Monday through Friday, 8:30 AM to 3:30 PM.

Fees

  • Initial Fee: $125. 00 (payable to the City of Altoona). This must accompany the application.
  • Annual Renewal: $20. 00 per year. Notices are mailed in January.
  • Relocation: $75. 00 fee if you move and need the sign relocated.
  • Removal/Replacement: $75. 00 fee if the sign is stolen, damaged, or needs replacement after removal due to non-payment.
