Resolution Overview

The Blair County Board of Commissioners adopted Resolution 440-2018 on December 4, 2018. This resolution approves an amendment to the previous Resolution 355-2015, updating the fee schedule for records, GIS/assessment data, imagery, mapping, and services.

Fee Schedule Updates (Attachment A)

The updated fee schedule covers three main categories: Mailing/Duplication, GIS Data (Vector Digital Data), and Aerial Imagery.

Mailing & Duplication

  • Postage/Shipping: Actual cost.
  • Duplication: $0. 25 per page (one side). Two-sided copies count as 2 pages.
  • Certification: $1. 00 per page.
  • Data Storage Device: Current cost of the device (does not include postage).

GIS Data (Vector Digital Data)

  • Format: All data is provided in NAD83 State Plane Coordinates (Pennsylvania South FIPS 3702).
  • Free Access: Data is provided free of charge to Municipal/State/Federal Governments, their designated consultants, Educational Institutions, and Students.
  • Key Fees (Countywide):
    • Parcel Polygons: $638. 27
    • CAMA Records: $1,276. 54
    • Full GIS Vector Dataset (WITH Parcels with CAMA): $2,719. 43
    • Full GIS Vector Dataset (WITHOUT Parcels with CAMA): $1,442. 89

Aerial Imagery (Orthophotography)

  • Access: Access to CONNECTExplorer™ is available for $1,500. 00 per seat (Countywide).
  • Hard Copy Pricing:
    • Without Imagery: Ranges from $0. 50 (Letter size) to $20. 00 (ARCH E size).
    • With Imagery: Ranges from $1. 00 (Letter size) to $25. 00 (ARCH E size).
  • Special Note: 4-inch resolution imagery is only available for limited, urbanized portions of Blair County.

GIS Services

The following services are billed at a general rate of $45. 00 per hour (one-hour minimum). Availability is based on current workload.

  • Technical assistance, Custom mapping, Data analysis, Database development, Workflow evaluation, GPS services, and Web application development.
  • Scanning: Large format scanning is $1. 25 per document/map (delivery and mailing are additional costs).

Municipal Breakdown (Exhibit 1)

Exhibit 1 provides a detailed breakdown of fees for specific municipalities within Blair County. The total countywide cost is the sum of these individual municipal fees.

Sample Municipal Fees (Countywide Totals):

  • City of Altoona: Parcel Polygons ($223. 39), Full GIS Vector Dataset with CAMA ($942. 66).
  • Allegheny Township: Parcel Polygons ($29. 99), Full GIS Vector Dataset with CAMA ($135. 35).
  • Blair Township: Parcel Polygons ($23. 82), Full GIS Vector Dataset with CAMA ($85. 35).

Countywide Totals (Sum of all municipalities):

  • Parcel Polygons: $638. 27
  • CAMA Database: $1,276. 54
  • Parcel Polygon Data with CAMA: $1,914. 81
  • Road Centerlines: $132. 47
  • Addressable Structures: $672. 15
  • Full GIS Vector Dataset (WITH Parcels with CAMA): $2,719. 43
  • Full GIS Vector Dataset (WITHOUT Parcels with CAMA): $1,442. 89
