Driveway Permit Application

Overview
The City of Altoona Public Works Department requires a permit for any new driveway construction or alteration to an existing one. This application must be submitted with the required fee and a sketch of the proposed driveway location.
Application Requirements
To apply, you must complete the following sections:
- Applicant Information: Name, phone number, and mailing address.
- Location for Permit: The specific mailing address of the property where the driveway will be built.
- Owner Information: Name and address if different from the applicant.
- Project Type: Indicate if the driveway is for an existing building or new construction. If new, specify if it is residential, commercial, industrial, or institutional.
- Sketch: A drawing showing the location of the proposed driveway on the property is required.
- Signature: The applicant must sign and date the form.
Fees
A fee of $175. 00 must accompany the application. Checks should be made payable to the "City of Altoona. "
Residential Driveway Specifications
- Width: Minimum 10 feet, maximum 20 feet.
- Construction Materials:
- With Curb/Sidewalk: Minimum 6-inch reinforced concrete.
- Without Curb/Sidewalk: Minimum 6-inch reinforced concrete (preferred) OR a specific layered base of stone subbase, B. C. B. C. , and wearing course.
- Curb & Drainage: Must match existing curb lines/grades. Depressed curbs should be 1 1/2" above the street grade to ensure drainage.
- Setbacks: Must be a minimum of 5 feet from the side property line within the right-of-way.
- Intersections: Minimum 20 feet from intersecting curbed streets, 30 feet from uncurbed streets, and 15 feet from alleys.
- Quantity: Normally only one driveway is permitted per residential lot unless site conditions warrant an additional one.
- Safety: Must meet PennDOT sight distance criteria and be stabilized inside the property line.
- Utility Notification: Contact Pennsylvania One Call System (811) three business days before digging.
Commercial Driveway Specifications
Commercial driveways follow all residential rules with the following exceptions:
- Width: Maximum width of 35 feet.
- Separation: If more than one driveway is requested, there must be an 8-foot or larger separation area between them.
- Signage: May be required to be entrance/exit only and must be signed at the owner's expense. Stop signs or other signage may be required based on existing conditions.
