Overview

This document outlines the requirements for obtaining a building permit and completing inspections for deck construction in Altoona, PA. It is issued by the Codes & Inspections Department and serves as a checklist for applicants to ensure code compliance before submitting an application.

Submission Requirements

To submit a permit application, you must have a "checkmark" in all sections of the checklist below. The following items are required:

  • Site Plan: Must show the proposed deck, width/length, distances to property lines (front, sides, rear), and height of the floor surface above grade.
  • Construction Drawings: Three (3) sets showing detailed code compliance. These must include:
    • Floor joist size, species, and grade of wood.
    • Floor joist spacing (e. g. , 16" or 24" on center).
    • Span of floor joist (clear distance between supports).
    • Attachment details to existing structures (bolts/lags, sizes, and spacing).
      • Note: Ledger shall not be supported on brick or stone veneer.
    • Flashing detail.
  • Footing Details: Depth of post footing below finished grade (must be below frost line).
  • Guardrail & Stair Specifications:
    • Guardrail height from deck floor: Minimum 36".
    • Guardrail on stairs: Minimum 34" measured vertically from nose of tread.
    • Baluster spacing: Maximum 4".
    • Stair riser height: Maximum 8 1/4".
    • Stair tread depth: Minimum 9".
    • Handrail height: Minimum 34", Maximum 38" (from nose of tread).
    • Handrail grip size: If circular, minimum 1 1/4" to maximum 2".
    • Stair width: Minimum 36".
    • Lateral bracing detail.
  • Reference: Applicants are directed to refer to the "AWC DCA 2015 — Deck Guide — 1804. pdf" for wood deck design.
  • Application: Completed Building Permit Application form.

Permit Process

  • The city will review plans for code compliance.
  • If requirements are not met, additional information will be requested.
  • If requirements are met, plans will be marked "Approved. "
  • A permit will be issued only after all fees are paid.
  • The applicant must use the provided inspection procedures to schedule required inspections.

Inspection Procedures

Once the permit is issued, the following rules apply:

  • Permit Posting: The building permit must be posted on-site and clearly visible from the road until project completion.
  • Plan Availability: Approved plans must be available at all times for inspection.
  • Scheduling: The applicant or authorized agent is responsible for scheduling inspections.
  • Readiness: Do not schedule an inspection if the work is not ready.
  • Contact Info: When scheduling, provide your permit number and phone number.

Inspection Schedule

Applicants must give three (3) working days' advance notice. Footing inspections are given priority.

  1. Footing Inspection: Holes for support posts must be dug below the frost line. This inspection must be approved before placing concrete.
  2. Framing Inspection: All framing members (floor joists, joist hangers, attachment to dwelling) must be visible.
  3. Electrical Inspection: Required if applicable.
  4. Final Inspection: All railings, steps, handrails, guardrails, and decking must be completed.
    • Note: Inspections #2, #3, and #4 may be conducted simultaneously if all framing and electrical portions are visible upon completion.
