Borough of Duncansville Council Meeting Summary

Date: September 8, 2025 Location: Municipal Complex

Attendance & Opening

The meeting was called to order at 7:00 p. m. with the Pledge of Allegiance. Council members present included Jeffrey Lynn, Dave Shaw, Eric Fritz, Cindy Blontz, Michael Emerick, Jerrica Long, Rodney Estep, and Nicole Estep.

Prior Meeting Minutes

  • August 11th Meeting: Approved on motion by Nicole Estep, seconded by Cindy Blontz.
  • DMA Minutes (August 7th): Approved on motion by Cindy Blontz, seconded by Dave Shaw.

Visitors & Projects

Dog Park Layout (Aran Corey)

  • Aran Corey presented a new layout for the dog park.
  • Fencing is ready to be paid for and installed upon council approval.
  • Decision: Council approved the new layout on motion by Nicole Estep, seconded by Jeff Lynn.

Eagle Scout Project (Seth Weitzel)

  • Seth Weitzel proposed an Eagle Scout project to create a sitting area/park along 3rd Ave.
  • Scope: Cleaning the lot at the corner of 3rd Ave and Forsht Drive, landscaping, and installing benches.
  • Signage: The sign from the old Borough building will be reused for this location.
  • Decision: Council approved the project on motion by Cindy Blontz, seconded by Dave Shaw.

Administrative Reports

Admin Report (Mrs. Long)

  • Mrs. Long announced a grand opening for the Municipal Complex is planned for mid-to-late October, following the completion of the paving project.

Mayor’s Report

  • The Police Report was included in the meeting documents and approved on motion by Nicole Estep, seconded by Cindy Blontz.

Manager’s Report (Mr. Estep)

  • Building & Grounds: Paving at the Municipal Complex is expected to take place in late September. Season Aire will quote for new ductwork to service the Fire Department and upstairs admin offices/lounge.
  • Community Meetings: Scheduled for September 30th and October 1st; one will be held at Country Manor Apartments.
  • Codification: Progress is slow due to the permanent binding of ordinance books. Bryan is working with General Code to determine how to get the books to the review team.
  • Rental Registration: Approximately 80% of landlords have returned forms and payments. The fee was due September 1st; a second notice will be sent soon.
  • Parks & Recreation: The pavilion over the stage at the park is complete.

Fire Company

  • Mr. Bill Lloyd requested council support for an LSA Grant application for radios.
  • Action: Council agreed to sign the letter of support required by multiple companies working on the grant.

Community Events Committee

  • Bingo: Will resume in October.
  • Pawpaw Festival: Scheduled for September 21st.
  • Trick or Treat Night: Scheduled for October 30th.

Water & Sewer

  • The August water and sewer report was approved on motion by Cindy Blontz, seconded by Nicole Estep.

Financials & Adjournment

  • September Bills: Council approved and authorized payment of September bills on motion by Cindy Blontz, seconded by Nicole Estep.
  • Next Meeting: October 13th, 2025 at 7:00 p. m. at the Municipal Complex.
  • The meeting was adjourned at 7:49 p. m.
