Borough of Duncansville Council Meeting Summary
Date: May 12, 2025 Location: Municipal Complex
Attendance & Opening
The meeting was called to order at 7:00 p. m. with the Pledge of Allegiance. Council members present included Annette Lewis, Dave Shaw, Eric Fritz, Rodney Estep, Jeffery Lynn, Jerrica Grance, Nicole Estep, and Michael Emerick.
Prior Meeting Minutes
- April 14th Council Minutes: Approved on motion by Dave Shaw, seconded by Nicole Estep.
- April 3rd Municipal Authority Minutes: Approved on motion by Dave Shaw, seconded by Nicole Estep.
Visitors & Public Comments
- America250PA: Jim Lowe informed the council about the organization formed to honor America's 250th anniversary. He requested approval for Resolution #5-25-6 to support the PA Commission for the United States Semi-quincennial.
- Decision: Resolution #5-25-6 was approved on motion by Nicole Estep, seconded by Dave Shaw.
- Lighting & Alley Maintenance: Jeff Fleck raised concerns regarding a new exterior light at the pickleball courts shining into his mother's bedroom and a lack of snow plowing in her alley.
- Response: Borough Manager Rodney Estep confirmed the light was adjusted immediately but cannot be angled further. He stated the Street crew would address the alley during snowstorms, as alleys are not Borough-maintained.
- Fire Department Access: Richard Beard reported that the Fire Chief stated fire trucks cannot fit down his lane.
- Parking Issues: Sue Koronowski requested a parking solution for 8th Avenue during events. Mayor Eric Fritz confirmed this was an issue on May 10th and promised a solution would be developed for future Community Days.
- Curfew & Safety: Gary Detwiler and Jan Weibley reported concerns regarding children past the 10:00 p. m. curfew, ringing doorbells, and riding bikes without stopping at signs. Mrs. Weibley also reported late-night burning near her home.
Administrative Reports
- PSAB Conference: Ms. Grance and Mr. Estep will attend the Annual PSAB Conference (June 1–4).
- Decision: Rodney Estep was approved as the voting delegate and Jerrica Grance as the alternate on motion by Nicole Estep, seconded by Jeff Lynn.
- Memorial Day Parade: The Duncansville VFW requested to follow the traditional route (3rd Ave, 11th St, 6th Ave, and 14th St).
- Decision: The parade date, time, and route were approved on motion by Dave Shaw, seconded by Nicole Estep.
- Rental Occupancy Ordinance: The ordinance was advertised for discussion with no public comment.
- Decision: Ordinance 5-25-5 was approved effective May 13, 2025.
- Vote: Jeff Lynn (Yes), Nicole Estep (Yes), Annette Lewis (Yes), Dave Shaw (Yes).
Mayor’s Report
- Police Department: Mayor Fritz reported the LPR system is installed and functioning well. The new part-time officer is filling hours effectively.
- Decision: The police report was approved on motion by Nicole Estep, seconded by Dave Shaw.
Manager’s Report
- 4th Culvert Repair: A proposal for $10,560 was presented. The project will be funded by the liquid fuels fund.
- Decision: Council approved moving forward with the project and allowing the Manager to award the lowest bidder on motion by Dave Shaw, seconded by Jeff Lynn.
Solicitor
- Tax Anticipation Note: Mr. Emerick presented a resolution to appeal the previously approved tax anticipation note resolution (Resolution 25-01).
- Decision: Resolution 5-25-8 was approved on motion by Nicole Estep, seconded by Jeff Lynn.
Engineer
- Project Status: The engineer requested to table a project for 90 days.
- Decision: The 90-day hold was approved on motion by Nicole Estep, seconded by Dave Shaw.
Committee Updates
- Building & Grounds: Phase 2 construction begins June 4, 2025.
- Finance: No specific updates listed.
- Fire Company: Calls are at 151, a 46% increase from last year.
- Parks & Recreation: Park rentals are increasing; grant money for the stage has not been released.
- Personnel: Executive session requested.
- Street & Equipment: Street sweeping continues; storm drains were cleaned and flushed.
- Water & Sewer: Reports approved on motion by Jeff Lynn, seconded by Nicole Estep.
- Community Days: No bingo will be held in June due to renovations. Community Events purchased two cigarette receptacles.
Executive Session & Adjournment
- An executive session was held from 8:15 p. m. to 8:40 p. m.
- Final Action: April bills were approved and paid on motion by Dave Shaw, seconded by Jeff Lynn.
