Prior Meeting Minutes
The council approved the minutes from previous meetings:
- March 11, 2026: Approved on motion by Nicole Estep, seconded by Bill Wiedemer.
- March 5, 2026 (DMA): Approved on motion by Nicole Estep, seconded by Bill Wiedemer.
Administrative Report
Mrs. Long presented a report on Borough bank accounts. Key points included:
- Zero Balance Accounts: Several accounts (#8689, #8998, #4991) have zero balances.
- Account #0912: Contains $10,001. 00. The council discussed moving these funds to a money market account (#6625) which currently has no funds.
- Account #8715 (Truck & Equipment): The Borough changed processing in 2026 to eliminate the need for this specific account. It currently holds $615. 33, which should be moved to the highways reserve account (#8671).

Mayor’s Report
Mayor Eric Fritz provided a template ordinance for creating a golf cart community. This document will be sent to the Borough solicitor for review.
- Motion: Send the ordinance to Pat Fanelli to review.
- Result: Passed on motion by Nicole Estep, seconded by Bill Wiedemer.
Managers’ Report
Parks & Recreation (Greenways Grant): Rodney Estep reported that he is working with Sherry Socie to apply for a Greenways Grant.
- Purpose: To fund the engineering costs for the master plan of Duncansville Memorial Park.
- Requirements: The grant requires a 15% match, and the park could be used as collateral.
- Motion: Proceed with the grant application, paying a $100 fee and using the park as collateral.
- Result: Passed on motion by Nicole Estep, seconded by Bill Wiedemer.
Police Report: Mr. Estep noted that License Plate Recognition (LPR) cameras purchased in 2025 have assisted in identifying and finding the assailant of a theft case at two properties within the Borough.
Water & Sewer
Discussion was held regarding candidates for the Municipal Board: Donald Detrick and Greg Stewart.
Motions Passed:
- Donald Detrick: Approved for a position on the Board. Moved by Bill Wiedemer, seconded by Nicole Estep.
- Greg Stewart: Approved for a position on the Board. Moved by Bill Wiedemer, seconded by Nicole Estep.
