Borough of Duncansville Council Meeting Summary

Attendance
- Present: Annette Lewis, Jerrica Long, Eric Fritz, Jeffery Lynn, Bill Wiedemer, Dave Shaw.
- Visitors: Tim Kelley, Rodney Knel, William Lloyd, Ken Davis, James Batzel.
Prior Meeting Minutes
- February 11, 2026: Approved on motion by Jeff Lynn, seconded by Dave Smith.
- DMA Minutes (Feb 5, 2026): Approved on motion by Bill Wiedemer, seconded by Jeff Lynn.
Resignations and Replacements
- Duncansville Municipal Authority: Ken Davis is giving up his seat after many years of service.
- Board Resignations: Barry Feltenberger and Jeff Dodson (due to work/family constraints) are resigning.
- Potential Replacements: Greg Stewart and Donnie Detrick are being considered.
Discussion on Replacements
- Staffing Concerns: Ken Davis raised concerns about the workload at the plant, noting that with Jordan out, the remaining two employees are overburdened.
- Solutions: The council discussed meeting with potential replacements and exploring temporary agency hiring.
- Cross-Training: Lynn and Jerrica are being cross-trained to cover weekend shifts for Water & Sewer.
Admin Report
- Blair County Chamber Awards Gala: The council approved a payment of $270 for three tickets ($90/person) for Jerrica, Rodney, and Nicole. The event is on Tuesday, April 28th.
- Business Licenses & Taxes: 2026 licenses were sent late; payments trickled in through Jan/Feb. Bryan will visit non-paying businesses. Business taxes are due next month, with several larger businesses still outstanding.
Mayor’s Report
- Police Department: Part-time officers are covering shifts while Rod is on vacation. Regular community patrols continue. The Police Report was approved (Moved by Dave Shaw, Seconded by Bill Wiedemer).
Manager’s Report (Jerrica Long)
- Building & Grounds: The Municipal Complex kitchen received new receptacles, fresh paint, and a functional ice maker.
- Finance: Regarding rental occupancy permits, Bryan and Amy sent certified letters for 17 unpaid/undisclosed properties. All are accounted for except one under litigation. For 2026, letters will be sent in May (letter or digital), and online payments will be available on the borough website.
Street & Equipment (James Batzel)
- Repairs: New wiring installed for kitchen ice maker/coffee pots; water line ran and is operational. Fire hall restroom plumbing redone.
- Roadwork: Hot patches replacing cutouts; blacktop to be replaced. Street signs will be fixed or replaced.
- Spring Cleanup: Runs from May until the second Thursday of June. Leaves/sticks must be bundled in brown bags. Collection is every Monday and Thursday.
Other Reports
- Engineer: Brian provided a report with no major updates.
- Fire Company: Chief William Lloyd reported 76 calls since January 1st.
Community Events Committee
- Upcoming Events:
- Bingo: Tomorrow night (doors at 5, calling at 6).
- Parade & Easter Egg Hunt: March 28th.
- Street Closure Motion: The council approved the closure of 3rd Avenue from Country Manor down to 14th Street on March 28th from 11:00 a.m. to 11:30 a.m. for the parade (18 participants).
