Meeting Overview

The Duncansville Borough Council met on Monday, March 11, 2024, at 7:00 P. M. in the Borough Building.

Attendance:

  • Present: Eric Fritz (Mayor), Annette Lewis (President), Cindy Blontz (Pro Tem), Dave Shaw, Nicole Estep.
  • Absent: Jeff Lynn (Vice President).

Minutes Approval

The Council approved the minutes from previous meetings:

  • Council Minutes: Held on February 12 & 28, 2024.
  • Municipal Authority Minutes: Held on February 1, 2024.

Public Comments & Visitors

  • Noise Complaint: Rick Beard reported a loud, modified truck operating on Vineyard Lane. The owner claims it is an antique and exempt from inspection. Chief Estep will investigate.
  • Easter Egg Hunt: Paula reported that Bickel’s Surplus donated 400 eggs and the Borough purchased 600. Residents are needed to help fill eggs for the hunt on March 23rd.

Secretary’s Report

  • Traffic Signals: Kuharchik Construction took over maintenance from Tel-Power. Rod will review their fee schedule for the next meeting.
  • Memorial Day Parade: The Council approved a motion to allow the Duncansville VFW to hold their annual parade.

Mayor’s Report

  • Police Report: Accepted for February 2024.
  • Code Enforcement: Bryan Rhodes has been hired as the part-time code enforcement officer and is currently studying ordinances.
  • Ordinance Advertisement: The Council voted to advertise for an ordinance to formally create the Code Enforcement position.

Chief Estep’s Report

  • Borough Engineer: The Council approved sending out a Request for Proposal (RFP) for a Borough Engineer.
  • Community Center Project:
    • Phase 1: A bank commitment letter for the loan was received. The Council will advertise for an ordinance regarding the borrowing base.
    • Phase 2: Community meetings are scheduled. Final approval for the grant process is required at the April 8th meeting.
  • Rave Notification System: To improve communication with residents, the Council approved a shared cost of $625.
  • Street Improvements: PennDOT is engineering a project to improve streets on a list established by Jim Batzel. The estimated price is $235,000. 00; a final figure will be presented at the next meeting.

Solicitor’s Report

  • Baseball Field: The Council approved updating the licensing agreement for the HASBL to use the baseball fields.
  • Borough Manager: Mike presented the employment agreement for review; approval is scheduled for the next meeting.

Committee Reports

  • Buildings & Grounds / Finance / Streets & Equipment: No reports.
  • Fire Company: Bill Lloyd reported a 30% increase in membership and improved response times.
  • Parks & Recreation: Annette Lewis reported on grant work for park improvements. The Council approved using $4,000. 00 from the Park Improvement capital account to purchase supplies for converting old tennis courts into Pickleball and basketball courts.
  • Water & Sewer: The February 2024 report was approved.

Unfinished Business

  • Civil Suit: The Council voted to move forward with a civil suit against Greg Werstil regarding an unpermitted fence and flood plain violation.

Adjournment

The Council went into executive session at 8:30 P. M. and returned at 9:07 P. M. The meeting was adjourned at 9:10 P. M. by Annette Lewis.
