Meeting Overview
The Duncansville Borough Council met on Monday, June 10, 2024, at 7:00 P. M. in the Borough Building. The meeting was opened by President Annette Lewis with the Pledge of Allegiance and roll call.
Attendance:
- Council Members: Eric Fritz (Mayor), Annette Lewis (President), Jeffrey Lynn (Vice President), Cindy Blontz (Pro Tem), Dave Shaw, Nicole Estep.
- Staff: Rodney Estep (Police Chief/Borough Manager).
- Visitors: Sue Koronowski, Rodney Noel, Gary Detwiler, Lee McGill.
Minutes Approval
- Council Minutes (May 13, 2024): A motion was made to approve the minutes with a specific correction regarding council packets. The record was updated to state that reports would be emailed, except for Cindy Blontz and Dave Shaw, who requested hand-delivered packets.
- Duncansville Municipal Authority Minutes (May 2, 2024): Approved as presented.
Reports and Resolutions
Police Department
- Police Report: The report for May 2024 was accepted.
- Employee Manual: The 2024 Employee Manual changes were accepted, and the Mayor was authorized to sign the resolution.
- DCNR Mini-Grant: The Council discussed a $26,765.00 grant for a music pavilion and pickleball court fencing (50% match required).
- Decision: The Council authorized the submission of the grant application.
- Funding: A motion was passed to allocate $13,382. 50 from the 2024 Parks and Recreation budget to cover the Borough's 50% match.
Address Approval
- 1315 3rd Ave: The Council approved the address for an apartment constructed above a garage at this location.
Code Administration
- Frankstown Township: The Council authorized the President and Secretary to sign a resolution allowing Frankstown Township to join the Blair Regional Code Administration Committee.
Public Works & Infrastructure
- Community Center Alley: A motion was passed to have a resolution drawn up closing the alley west of the Community Center to public traffic (except emergency and postal vehicles).
- 15th Street Traffic: Concerns were raised regarding speeding on 15th Street. The Council decided to discuss making it a one-way street at the next meeting.
- QuickBooks Assessment: The Council authorized YOBco to perform an assessment of QuickBooks procedures at a cost of $2,200. 00–$2,450. 00.
Solicitor Updates
- Ordinance Enforcement Officer:
- The Ordinance to establish the Office of Duncansville Borough Ordinance Enforcement Officer was signed.
- Bryan Rhodes was appointed as the first Ordinance Enforcement Officer.
- Real Estate Sale: The Council authorized the sale of real estate located at 1146 3rd Ave.
- Fence Violation: A notice of violation was sent to Greg Werstil regarding an unpermitted fence. The matter is considered closed.
- Antique Depot Project: Keller Engineering was invited to the July meeting to discuss this project.
Committee Reports
Buildings & Grounds
- Community Center Tech: A bid of $5,500. 00 from Aerial Communications was approved to update the computer router rack and wiring at the Community Center.
- Office Furniture: Chief Estep and Mayor Fritz purchased desks, chairs, tables, filing cabinets, and a projector from Lion Surplus for $250. 00.
Finance
- No report was presented.
Parks & Recreation
- Pickleball Courts: Mayor Fritz reported that the courts are being painted.
- Memorial Park Signage: The Council expressed interest in adding signage on 3rd Avenue to help visitors locate the park.
Water & Sewer
- The report for May 2024 was approved.
Duncansville Community Days
- Mayor Fritz reported that 32 nonprofits are scheduled to participate. Insurance for a bounce house is still being arranged.
Unfinished Business
- Nicole Estep reported tentative plans for a September event featuring vendors and food trucks.
Adjournment
- Bills: The Council approved the payment of monthly bills for June 2024.
- Next Meeting: Monday, July 8, 2024.
