Council Minutes – January 31st, 2024
Meeting Overview
The Duncansville Borough Council met on Wednesday, January 31, 2024, at 7:00 P. M. in the Duncansville Borough Building.
Attendance:
- Present: Eric Fritz (Mayor), Annette Lewis (President), Jeffrey Lynn (Vice President), Dave Shaw, Nicole Estep.
- Absent: Cynthia Blontz (Pro Tem).
Visitors: Jim Gregory, Ashlyn Dugan, and Bill Lloyd.
Key Discussions & Decisions
Funding Update
Jim Gregory provided an update regarding available funding. He noted that Local Share Account (LSA) money, derived from gambling revenue in Pennsylvania, is becoming available. Duncansville Borough currently has a grant application in the pool of twenty-two applicants.
Ashlyn Dugan’s Backyard Project
Ashlyn Dugan submitted a Final Land Development Plan for her backyard project. The Council discussed the proposal and took the following actions:
- Motion: Jeff Lynn moved to waive the easement on her property. Dave Shaw seconded the motion.
- Vote: All in favor; Nicole Estep abstained. Motion carried.
- Next Steps: Mike will amend the developer’s agreement and email it to Ashlyn’s engineer for review.
- Motion: Jeff Lynn moved to approve the backyard project subject to the developer’s agreement. Dave Shaw seconded the motion.
- Vote: All in favor; Nicole Estep abstained. Motion carried.
Borough Manager Position
The Council discussed the establishment of a Borough Manager position.
- Proposal: Mayor Fritz proposed a salary of $15,000.
- Candidate: Annette Lewis and Mayor Fritz expressed a preference for Chief Estep to take the role. Chief Estep agreed, noting his primary job remains Chief of Police, but he would reduce additional patrolling duties.
- Motion: Jeff Lynn moved to hire Rod Estep as Borough Manager with a salary of $15,000.00 per year. Dave Shaw seconded the motion.
- Vote: All in favor; Nicole Estep abstained. Motion carried.
Ordinance for Borough Manager
Mike presented the final draft of the ordinance establishing the Borough Manager.
- Motion: Nicole Estep moved to sign the ordinance. Jeff Lynn seconded the motion.
- Roll Call Vote: Jeff Lynn (Yes), Nicole Estep (Yes), Dave Shaw (Yes), Annette Lewis (Yes).
Personnel & Engineering
- Engineer RFP: Annette Lewis discussed the need for a Request for Proposal (RFP) for an Engineer. Jeff Lynn moved to write up the RFP, seconded by Nicole Estep. Motion carried unanimously.
Unfinished Business
- Greg Werstil: Tom reported that a violation letter regarding a fence violation was drafted and sent to Mike for review. It will be sent to Amy next week.
- Antique Depot: Mike reported that the Antique Depot is in violation of their Developers Agreement. A violation letter will be sent to them.
Committees
- Buildings & Grounds: Chief Estep reported the Community Center project is out for bid. Bids will be opened on February 12, 2024.
- Parks & Recreation: Discussion held regarding grants and using capital improvement funds for park and building improvements.
- Finance, Fire Company, Streets & Equipment, Water & Sewer: No reports at this time.
Financial Motion
- Motion: Nicole Estep moved to pay the extra bills for January 2024. Dave Shaw seconded the motion.
- Vote: All in favor. Motion carried.
