Meeting Overview
The Duncansville Borough Council met on Wednesday, February 28, 2024, at 7:00 P. M. in the Duncansville Borough Building.
Attendance:
- Present: Eric Fritz (Mayor), Annette Lewis (President), Jeffrey Lynn (Vice President), Dave Shaw, and Nicole Estep.
- Absent: Cynthia Blontz (Pro Tem).
- Not Present: Borough Secretary, Solicitor, and Engineer.
Personnel & Hiring
- Code Enforcement Officer: The Council voted to hire Brian Rhodes as a part-time officer focusing on Code Enforcement and Zoning.
- Assistant Secretary: Jeff Lynn moved to appoint Amy Reece as the Borough Assistant Secretary; the motion passed.
Building Project & Financing
Chief Estep reported that bids for a building project were reviewed, totaling $349,966. 00 (including architect services). The Council approved the following contracts:
- General Contractor: Mid State Contractors ($161,337. 00).
- Electrical: Leverknights Electrical ($66,590. 00).
- HVAC: Season-Aire Inc ($68,000. 00).
- Plumbing: Riley Inc ($27,177. 00).
Financing Details:
- The Borough will apply for a 20-year loan at 5. 04% interest from First Commonwealth Bank.
- The total financing amount is $350,000. 00.
- Mike Emerick was authorized to begin the DCED Local Government Unit Debt Act process and draft an ordinance for borrowing money.
Public Works & Infrastructure
- Streets: Nicole Estep moved to have problem roads milled and resurfaced; the motion passed. Mayor Fritz will consult with PennDot regarding paving needs.
- Water & Sewer: Rod Estep reported a productive meeting with the Board of the Authority regarding ongoing issues.
- Parks & Recreation: The Council is currently looking into grants for the park.
Unfinished Business
- Permitting: The Council directed the Zoning Officer to issue a permit for "Coffee on 3rd" immediately so they can move forward with their project.
- Engineer Advertisement: The approval to advertise for an Engineer was tabled until the March 11, 2024 meeting.
- Software: The Council approved a motion to purchase a second QuickBooks user license for up to $125. 00.
Adjournment
The Council went into an executive session for personnel reasons at 7:40 P. M. and returned at 8:19 P. M. The meeting was officially adjourned by President Annette Lewis at 8:35 P. M.
