Meeting Overview
The Duncansville Borough Council met on Monday, February 12, 2024, at 7:00 P. M. in the Borough Building. The meeting was opened with the Pledge of Allegiance and roll call by Secretary Paula Fox.
Attendance:
- Council Members Present: Eric Fritz (Mayor), Annette Lewis, Jeff Lynn, Cindy Blontz, Dave Shaw, Nicole Estep.
- Visitors: Bill Lloyd, Gary Detwiler, Sue Koronowski, Conner Goetz, Sherry Socie, and Dave Brenneman.
Key Decisions & Motions
- Minutes Approval: Minutes from the January 8 and 31, 2024 meetings were approved.
- Police Report: The January 2024 Police report was accepted.
- Grant Application: A motion was passed to have Mayor Fritz and Paula Fox sign the DCED COVID-19 ARPA Capital Projects Grant Application Resolution for Phase 2 of the Community Center Project.
- Water & Sewer Report: The January 2024 report was approved.
- Financials: A motion to pay monthly bills for February 2024 was carried.
Community Center Project (Phase 2)
Chief Estep provided a detailed update on the Community Center Project.
- Scope: Phase 2 includes adding small work areas with computers for community use (school projects, appointments), updating bathrooms, and improving the building's exterior appearance.
- Bids: Bids were opened on February 12, 2024. The Building Committee will review applications before the next meeting on February 29, 2024.
- Funding: Jeff Lynn moved to have Chief Estep and Dave Shaw seek funding for the project.
- Grant Requirements: Sherry Socie noted that a public outreach meeting is required for residents to review plans. The grant application deadline is April 20, 2024.
Community Days & Events
Mayor Fritz discussed plans for upcoming community events:
- Decorations: Plans to decorate 3rd Ave for Christmas and Memorial Day.
- Bounce House: The Mayor proposed purchasing a bounce house and selling chances to win it after the event. Paula Fox is checking insurance costs.
Other Business
- Community Yard Sale: Confirmed for Saturday, May 11, 2024.
- Wing Fest: Mayor Fritz will continue discussions with organizer Al Wertz regarding a potential event at Memorial Park.
- HASBL: The licensing agreement for the baseball field is on hold pending Wing Fest news.
- Pension Plan: Mayor Fritz is still working with PMRS regarding the borough's pension plan.
- Personnel: Jordan Brantner is returning to work on February 13, 2024.
- Municipal Authority: Rod Estep resigned from the board; Bill Lloyd expressed interest in filling the vacancy.

The next meeting is scheduled for Wednesday, February 28, 2024. The meeting was adjourned at 8:38 P. M.
