Borough of Duncansville Council Meeting Summary
Date: February 10, 2025 Location: Municipal Complex
Attendance & Opening
The meeting was called to order at 7:00 p. m. with the Pledge of Allegiance. Council members present included Annette Lewis, Nicole Estep, Eric Fritz, Cindy Blontz, Rodney Estep, Dave Shaw, Chuck Myers, Michael Emerick, Jerrica Grance, and Jeffery Lynn.
Prior Meeting Minutes
- January 13th Council Meeting: Approved on motion by Nicole Estep, seconded by Jeff Lynn.
- January 9th Water & Sewer Authority Meeting: Approved on motion by Jeff Lynn, seconded by Cindy Blontz.
Public Comments & Requests
Marisa Salisbury (Eagle Scout Project)
- Request: Permission to use the Community Center for a spaghetti dinner fundraiser benefiting the Central PA Humane Society.
- Outcome: Motion to approve the use of the Community Center at no charge was made by Nicole Estep and seconded by Cindy Blontz.
Aron Corey (Eagle Scout Project)
- Proposal: A sketch for a dog park at Duncansville Memorial Park (near the mower shed along Park Drive). He plans to raise funds and secure sponsorships.
- Outcome: Motion to approve Aron Corey to proceed with the dog park project was made by Nicole Estep and seconded by Jeff Lynn.
David Fritz (Easter Parade)
- Event: Organizing the Easter parade and egg hunt on April 12, 2025.
- Route: Sunbrook Manor, 3rd Ave, 14th Street, 5th Ave & Park Drive.
- Request: Permit to shut down 3rd Ave for a short period during the parade.
- Outcome: Motion to approve the road closure permit for 3rd Ave on April 12, 2025, was made by Jeff Lynn and seconded by Cindy Blontz.
Tim Kelly (Infrastructure & Safety)
- Police Entry: Requested an awning over the back door (police entry) for officer safety and to block light from shining onto his property. Council agreed to consider this suggestion.
- Road Conditions: Expressed concern regarding potholes on 4th Ave near 15th Street. Council informed him that paving of 4th Ave is planned for the near future.
David Brenneman (13th Street Bridge)
- Update Request: Asked for progress on the 13th Street Bridge.
- Council Response: Completion is estimated for mid-to-late 2027. Construction cannot start until early 2027 due to permit delays involving PennDot and Joseph P. Lehman.
Richard Beard (13th Street Bridge)
- Signage Issue: Complained that Borough employees removed caution signs from his driveway on February 10th. He was using them to prevent drivers from turning around in his driveway.
- Council Explanation: Signs were removed to allow utility companies and vendors access to the bridge site.
- Pavement Condition: Concerned about pavement breaking up near the bridge due to snow plowing.
- Council Response: The 13th Street Bridge project includes paving. Since the bridge is closed to pedestrians and through traffic, pavement condition is not currently a concern; it will be fixed during the 2027 project.
Secretary Report
- Business Licenses: Majority paid; some remain delinquent.
- Newsletter: The first Borough Newsletter was published and sent to subscribers.
- Codification Proposal: Ms. Grance presented a proposal from General Code for $17,900.00 to codify all ordinances (zoning, floodplain, SALDO) and make the code accessible online via eCode.
- Payment Terms: 20% at signing, 20% in 80 days, 30% within 180 days of organizational analysis.
- Action: Council noted discrepancies between the contract and verbal discussions regarding finances/timeline. Ms. Grance was instructed to address these concerns with General Code and report back at the next meeting.
Mayors Report
- Police Report: Approved on motion by Nicole Estep, seconded by Cindy Blontz.
Committees
Duncansville Community Days
- Bingo: Will be held every 2nd Thursday of the month (except July). To avoid conflict with Boy Scouts Troop 31, meetings will move to the Lutheran Church.
- Kids Christmas: The CommUNITY Events Committee agreed to host this event instead of it being separate.
- Funds Transfer: The Children’s Christmas account holds $2,091. 68.
- Outcome: Motion to move $2,091. 68 from account #7390 to account #5773 (Community Days) was made by Cindy Blontz and seconded by Nicole Estep.
Executive Session & New Business
The Council entered executive session at 8:47 p. m. and completed it at 9:01 p. m.
Borough Building Sale
- Motion: Hire REMAX to list the Borough Building at 1146 3rd Ave.
- Authority: Rodney Estep is authorized to execute the paperwork.
- Outcome: Motion made by Cindy Blontz, seconded by Nicole Estep.
Adjournment
- Monthly Bills: Motion to pay monthly bills was made by Cindy Blontz and seconded by Dave Shaw.
- Next Meeting: March 10, 2025, at the Municipal Complex.
- Adjournment: The meeting was adjourned at 9:03 p. m.
