Overview and Purpose
Blair County, Pennsylvania, is conducting a countywide reassessment of property values. This document serves as a request for commercial and industrial property owners to provide specific financial data regarding their properties. The goal is to ensure a fair and equitable valuation for tax purposes.
Key Dates
- July 1, 2016: The deadline by which reassessment notices of change in assessment will be mailed to property owners.
- 2017 Tax Bills: The new assessments will take effect for the 2017 tax year.
- 30 Days: The timeframe provided to return the completed forms after receipt.
Information Required
Property owners are asked to complete and return an enclosed statement containing the following details:
- Contact Information: Name, telephone, and fax number.
- Purchase History: Year purchased and purchase price.
- Building Characteristics:
- Building number, area number, and use code.
- Number of units and square footage per floor.
- Year built, year last renovated, and construction cost.
- Occupancy status (vacant/occupied) and percentage of occupancy.
- Amenities: Air conditioning, heating type, sprinklers, and elevators.
- Financial Data:
- Rental Income: Information on rent or rate per year or month for each type of real estate rented (e. g. , apartments, offices, retail).
- Operating Expenses: Costs incurred for leased properties (e. g. , water, sewage, garbage).
- Owner-Occupied Space: Expenses applicable to the space occupied by the owner.
- Utilities and Furnishings: A checklist of items furnished by the landlord, including heat, electric, water, sewer, garbage disposal, taxes, insurance, repairs, A/C, cable, appliances, and furniture.
Important Notes for Property Owners
- Confidentiality: The county assures that all provided information will be kept confidential.
- Exclusions: Income from retail sales or gross business sales is not requested. Only rental income and operating expenses are required.
- Owner Occupancy: If the owner occupies any portion of the building, this must be indicated, and expenses for that specific space should be completed.

Submission Instructions
Completed forms must be returned to the Evaluator Services and Technology, Inc. office at the address listed on the letterhead within 30 days. Additional comments or information can be noted in the proper area on the statement form.
