Overview

This document is an application form for the City of Altoona Code Appeals Board. It allows residents or property owners to formally appeal a decision made by the Code Official regarding building, plumbing, fire prevention, or other municipal codes.

How to File an Appeal

To submit a valid appeal, applicants must adhere to the following requirements:

  • Copies: You must prepare and deliver six (6) copies of the completed form.
  • Fee: A fee of $500. 00 must be included with the submission.
  • Supporting Documents: The application must be accompanied by six (6) copies of construction documents. These documents must demonstrate the quality of materials and conformity to the building code, or substantiate a variance from the provisions.
  • Submission: All materials must be delivered to the Office of the Department of Codes and Inspections.

Required Information

The application form requires the following details to be filled out:

  • Code Reference: Check the specific code being appealed (e. g. , International Building Code, Plumbing Code, Fire Prevention Code).
  • Applicant Details: Name of the person making the application and the date it was filed.
  • Property Location: The specific address of the property affected by the decision.
  • Basis for Appeal: Select one or more reasons for the appeal, such as:
    • Code incorrectly interpreted.
    • Provisions of code do not fully apply.
    • Equally good or better form of construction is proposed.
    • Blighted property status.
  • Description: A concise description of the premises affected, including occupancy and construction type if not a 1 or 2-family residential property.
  • Grounds for Appeal: A brief statement explaining the grounds upon which the application is based, including references to specific sections of the City of Altoona Code Ordinance.

Important Notes

  • Incomplete Applications: Applications that are incomplete, missing required supplemental documents, or do not have the required number of copies will not be scheduled for a hearing.
  • Decisions: Applicants will be notified in writing of the Board's decision. Employees of the Department of Codes and Inspections will not convey any verbal decisions.
  • Guidelines: When filing, include the principal points of the appeal, a clear description of the proposed work or use, and specific references to relevant code sections.
