Meeting Overview
The regular meeting of the Martinsburg Borough Council was held on Monday, March 4, 2024, at 7:00 p. m. in the municipal building. The session began with a prayer by Richard Brantner, Jr. , and the Pledge of Allegiance.

Financial Reports & Approvals
- Minutes: The minutes from the February 5, 2024 meeting were approved unanimously on a motion by Janet Blattenberger.
- Financial Reports: Secretary/Treasurer Jane Staily presented the financial and treasurer’s reports for February 2024.
- List of Bills: The list of bills for February 2024 (check numbers 11285-11300) totaling $93,725. 42 was approved unanimously on a motion by Janet Blattenberger.
Departmental Reports
- Mayor’s Report: Mayor Richard Brantner presented his report as written.
- Police Report: Chief Hoover presented the police report as written.
- Borough Manager’s Report (Rich Brantner):
- Water System: On Feb 6, PADEP conducted an inspection of the water system and facilities; the inspection went well.
- Construction: Framing began on Feb 6 at the 114 W. Penn Street property.
- Lift Station: On Feb 12, issues were resolved at the Townes Edge Lift Station by installing a new level sensor and WFD on one pump.
- Snow Removal: The borough crew plowed approximately 4 inches of wet snow on Feb 13 and 5 inches of snow on Feb 17.
- Fire Siren: On Feb 29, the fire company successfully repaired the siren.
- Street Sweeping: Streets were swept on March 4.
- Garage Damage: The Borough Garage was hit by lightning last week, causing an internet outage.
Personnel & Motions
- Hiring of Amy Hockenberry: A motion was made by Darin Meck and seconded by Charles Kensinger to officially hire Amy Hockenberry as a permanent full-time office employee. This follows her 90-day probation period ending March 11, 2024. Her pay rate will increase from $19. 00 to $20. 00 per hour. This reaffirms a previous motion from November 6, 2023. The motion passed unanimously.
Community Updates
- Fire Siren Status: Manager Brantner reported the fire siren is now operational and located at the mill. The second siren previously located at the old municipal building has been removed.
- Dutch Meal: Tickets for the fire company’s Dutch Meal are now on sale.
- Spring Cleanup: Scheduled for Saturday, April 27, 2024, from 9:00 a. m. to 2:00 p. m. Invitation flyers will be mailed to residents at the end of March.
Adjournment
The meeting was adjourned at 7:15 p. m. on a motion by Neil Gartland, seconded by Darin Meck. The motion passed unanimously.
