- Tax Compliance: The applicant is not delinquent in paying real estate taxes or municipal utility bills (outstanding for more than one year) anywhere in the Commonwealth.
- Landlord Status: The applicant is not a landlord in Blair County with a revoked license prohibited from purchasing property.
- Housing Code: The applicant has not engaged in uncorrected housing code violations or permitted unsafe/illegal use of property within the last three years.
- Conflict of Interest: The applicant is not the owner of any property listed in the current tax sale list, nor a partner/shareholder of such an owner.
- Legal Authority: The applicant is authorized to do business in Pennsylvania.
Entity-Specific Information
The form requires different details depending on the type of entity registering:
For Corporations
- Officers: Names of all officers (President, Vice-President, Secretary, Treasurer) must be listed as they appear on driver’s licenses.
- Resolution: A Board of Directors Resolution signed by the Secretary is required, identifying the person authorized to execute the application.
For Partnerships (General, LP, or LLP)
- Partners: A list of all partners’ names and types is required.
- Resolution: A resolution signed by all partners (or general partners for LPs) is required to identify the authorized signor.
For Limited Liability Companies (LLCs)
- Members/Managers: Names, business addresses, and titles of all members, managers, and persons with ownership interest must be listed.
- Resolution: A resolution signed by all members is required to identify the authorized signor.

- Driver’s Licenses: Copies of driver’s licenses for all officers, partners, or members listed must be provided.
