February 9, 2026 Meeting Summary

The Tyrone Borough Council held its regular monthly meeting on February 9, 2026. The session included an executive session regarding personnel, public interviews for a vacant council seat, and the approval of financial reports.

Attendance

  • Council Members Present: Robert Dollar, Sarah Hunter, Ken Patterson, Bridgette Gill, Tammy Wills, William Wiser, and Mayor Harlow.
  • Other Attendees: Interim Borough Manager Kimberly Gurekovich, Solicitor Dan Stants, and various department heads including the Chief of Police and Superintendents for Sewer, Water, and Highways.

Key Decisions & Updates

Vacant Council Seat Interviews Four residents submitted Letters of Interest for the vacant council seat. The candidates interviewed were:

  • Debbie Kann
  • Craig Burket
  • Paul Erb
  • Jennifer Bryan

Financial Reports The Council unanimously approved the financial reports for the monthly accounting period ending January 31, 2026. This included the Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal.

Minutes Approval The minutes from the January 12, 2026 meeting were not prepared in time for this session. They are scheduled to be presented at the March meeting.


January 12, 2026 Meeting Summary (Page Two & Three)

The following items were discussed and decided during the January 12, 2026 meeting.

Removal of Parking Meters

The Borough is removing approximately twelve parking meters that are rarely used and difficult to repair due to parts shortages. The cost to replace them ($180,000) was deemed too high for a temporary solution.

  • Locations for Removal: PA Avenue (in front of Reclamere) and 12th Street (along Ace Hardware).
  • Outcome: The motion to remove the meters and authorize the Solicitor to prepare an ordinance was passed.
    • Ayes: Dollar, Hunter, Patterson, Wills, Wiser, and Mayor Harlow.
    • Abstained: Council member Gill.

Proposed Ordinance – Street Restoration

The Borough is updating its 1988 street restoration ordinance to align with modern standards and legislation.

  • Key Change: Contractors performing work affecting more than 50% of a Borough street must now restore the entire street.
  • Goal: To ensure uniform pavement conditions and long-term quality following utility or infrastructure work.

Bid Award – Borough-Owned Parking Lots

Bids were accepted on February 5, 2026, for improvements to Lot #1 and Lot #2.

  • Recommendation: Lehman Engineers recommended awarding the contract to Laurel Asphalt with a total bid price of $150,111. 29.
  • Outcome: The Council unanimously approved the bid for Parking Lot Improvements to Laurel Asphalt.
