Meeting Overview
The Tyrone Borough Council held its regular monthly meeting on Monday, May 12, 2025, at the Tyrone Borough Municipal Building. The meeting was called to order by Mayor Latchford and concluded at 8:20 PM.
Public Hearings & Zoning
- Amendment to Chapter 205 (Zoning): A public hearing was held regarding an amendment to the "T-C Town Center Commercial District. " The proposal aims to allow drive-thru windows for eating and drinking establishments. No public comment was received, and the hearing was adjourned.
Public Comment & Community Updates
- Samaritan’s Promise: Representatives from this non-profit organization spoke about their mission to assist residents with essential needs like water and electric bills. They noted that Blair County has limited assistance resources and urged the community to donate, as funds stay within the county.
- Community Worship Center: Pastor Keith Deal requested a reconsideration of parking rules. The church lost 30 angled parking spaces when the borough reverted to regular street parking. Pastor Deal requested permission to use angled parking on Sundays from 7:30 AM to 12:30 PM. Council members requested consultation with fire and highway departments before deciding.
- Pickleball Club: Donna Reese requested permission to install a roof structure over the bleachers for shade. She was advised to speak with Code Enforcement regarding permits. Additionally, the club requested a two-hour play block on Sundays; Council approved a 6:00 PM to 8:00 PM time slot.
Borough Business & Approvals
- Minutes: The minutes from the April 14, 2025 meeting were unanimously approved.
- Financial Reports: The Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal for the period ending April 30, 2025, were unanimously approved.
- Procaster Spreaders: The Borough accepted a sole bid from G & R Excavating for $350 for four procaster spreaders.
- Railroad Park Improvements: Bids were received for building improvements. The Architect recommended awarding the contract to Maines Construction for $218,000 (plus a $10,900 alternate bid for a drinking fountain). Council unanimously approved this award.
- Street Paving: The 2025 Street Paving Program list, approved by PennDOT, was unanimously adopted by the Council.
- 10th Street Parking: Concerns were raised regarding a parking space on 10th Street near City Hotel Park that creates safety issues for emergency vehicles. Borough staff is reviewing the situation.
Miscellaneous & Council Inquiries
- Parades: Council was advised that letters have been sent to parade planners emphasizing the need for traffic control; parades may be cancelled without it.
- Street Sweeping: A schedule has been created by the Highway Department and will be posted on social media. It is subject to change based on priority projects or driver availability.
- Signage: Council member Sarah Hunter inquired about lighting the "Welcome to Tyrone" sign on 11th Street.
- Parking: Free parking in the Municipal lot was discussed for weekends, and it was noted that meters are not enforced on Food Truck Saturdays.
- Park Maintenance: Inquiries were made regarding painting pavilions at Reservoir Park and graffiti on picnic tables at the Park Avenue playground.
