Tyrone Borough Council Meeting Summary
Date: February 10, 2025 Location: Tyrone Borough Municipal Building
Attendance and Call to Order
The meeting was called to order by Mayor Latchford. Council members Robert Dollar, Sarah Hunter, Ken Patterson, Rob Poust, David Snyder, Tammy Wills, and William Wiser were present. Borough staff including the Manager, Solicitor, Police Chief, and various department superintendents were also in attendance.
Public Comment
- Eric Petruncio: Inquired about a sidewalk request from the January meeting. He was informed that no motion was made previously, so the request was not granted.
- Bridgett Gill: Addressed parking issues downtown. She requested enforcement of metered parking on Saturdays, noting that tenants often use these spots over the weekends. She also mentioned issues with free parking in December and suggested that handicapped individuals should be exempt from meter fees.
Borough Manager’s Report
- Downtown Parking Lot Improvements: The Council approved plans by P. Joseph Lehman Engineering to repair and resurface the parking lots at the VFW and behind First Responder’s Park. This includes additional lighting. Council member Dollar suggested that current patrons of the VFW lot be given first priority to purchase parking passes.
- Saturday Parking Enforcement: The Council ratified a previous decision to suspend meter enforcement on Saturday, January 25, and authorized reimbursement for tickets issued that day.
- Discussion: Council member Snyder noted that local businesses favor enforcement but suggested notifying property owners first. Shannon Rice from "The Brew" raised concerns about employees receiving tickets and being unable to feed meters frequently.
- Action: The Council moved to have the Solicitor prepare an ordinance for the March meeting allowing the option to "suspend" parking requirements.
Water Plant Road Improvements
- A pre-bid meeting was held on February 6 with six bidders present.
- The project involves removing guideraill, grading subgrade, paving, and cleaning structures.
- Bids will be accepted on March 6 at 10:00 AM, with the contract expected to be awarded at the March 10 Council meeting.
Departmental Reports
- Solicitor: The Civil Service Commission certified candidates for a full-time police officer. Council unanimously appointed Mr. Trevor Pelton, effective February 11, 2025.
- Consulting Engineer: Council approved a proposal by Rettew’s Engineering for the Northwood Waterline Replacement project in the amount of $77,200.
- Other Departments: Monthly reports were received from Code Enforcement, Police (Chief Walk), Sewer (Mr. Harris), Water (Mr. Shultz), and Highway (Mr. Desch).
Miscellaneous
- Frozen Lines: Borough Manager Latchford reminded residents to let water trickle during low temperatures to prevent freezing.
- Fluoride Removal: Council member Patterson inquired about the status of fluoride removal. The Borough is currently waiting on the Department of Environmental Protection (DEP) for a permit due to processing delays.
- Streetlights: Council member Patterson asked about the replacement of damaged streetlights.
