Meeting Overview
The Tyrone Borough Council held its regular monthly meeting on June 9, 2025, at the Tyrone Borough Municipal Building. Vice President David Snyder called the meeting to order and led the Pledge of Allegiance.
Attendance:
- Present: Council members Robert Dollar, Sarah Hunter, Rob Poust, David Snyder, Tammy Wills, and William Wiser.
- Absent: Council member Ken Patterson and Mayor Latchford.
- Staff Present: Borough Manager Ardean Latchford, Executive Assistant Kim Gurekovich, Solicitor Dan Stants, Sewer Superintendent Jason Harris, and Code Enforcement Officer Colby Pannebaker.
Public Comment & Resolutions
The Council addressed several public requests and community concerns:
- Reservoir Park Maintenance: Tracy Detwiler raised concerns about the condition of Reservoir Park, specifically noting that a volleyball court was not ready for a birthday party and picnic tables were in poor condition. She suggested an "Adopt a Pavilion" program.
- Council Response: Borough Manager Latchford noted that the Highway Department is currently focused on "must-do" projects like street sweeping and bridge repairs. However, they are working on completely redoing the volleyball area.
- Adopt a Pavilion Program: The Council discussed the feasibility of this program. Solicitor Stants advised that participants would need to request permission from the Council and sign liability waivers. The Borough would maintain control over paint colors (specifically "Tyrone Green") to preserve park aesthetics.
- Community Worship Parking: Pastor Keith Deal and Brandon Hartman inquired about angled parking. Councilmember Snyder reported that the Fire Marshall had no issues with parking ending at a specific spot on the South side of the street, provided a stop sign is moved.
- Pickleball Tournament: Donna Reese requested approval to hold a Pickleball Tournament on August 2nd. The event is expected to draw 45-60 players, with proceeds going to Samaritan’s Promise.

- Police Bike Patrols: Councilmember Wills asked about reinstating police bike patrols. Borough Manager Latchford cited liability and logistics issues, noting that two officers would be required for safety if they had to respond to calls.
Financial & Administrative Reports
- Financial Approval: The Council unanimously approved the financial reports for the period ending May 31, 2025, including the Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal.
- Water Plant Road Payment: Council approved Application for Payment (AFP) #1 in the amount of $234,587. 88 for improvements to Water Plant Road.
- Street Paving Program: Bids were received for the 2025 Street Paving program.

- New Enterprise S&L Co. : $182,784. 46
- Grannas Bros. : $178,028. 55 (Low Bidder)
- Decision: The Council unanimously awarded the contract to Grannas Bros.
- Forestry Contract: The Borough has a long-standing contract with Penn Forestry for timbering watershed property. The owner is retiring, and the business is being sold to Paul Haduck under the new name Logfather Forestry, LLC.
- Decision: The Council unanimously approved the new agreement with Logfather Forestry, LLC.
- Reservoir Park Pavilions: Borough Manager Latchford requested permission to replace the roofs on Pavilions 3-12. The current shingled roofs are covered in moss and will be replaced with black metal roofing. Pavilions 1 and 2 were recently renovated and do not require replacement.
- Decision: The Council agreed to move forward with this project.
Miscellaneous Items
- Historical Museum Access Road: The access road from the Historical Museum to the walking bridge is in poor condition. Borough Manager Latchford suggested bidding out repairs and changing the sidewalk slope. Councilmember Wills asked about sandblasting the bridge.
- Tree Grates & Pruning: Councilmember Hunter complimented the replacement of tree grates with sealed mulch. Councilmember Wills inquired about tree pruning; Latchford noted a schedule was established with Lauder Tree Service, but trees were not pruned early enough.
- Historical Signs: Councilmember Hunter asked about Historical Tyrone signs. She was advised they are on the Highway Department’s list but are not a priority.
- Live Stream System: Councilmember Snyder requested approval for a live stream system for Council meetings with a maximum spend of $15,000.
- Discussion: Questions were raised about equipment ownership after Snyder leaves office, website integration, and closed captioning. Snyder suggested starting with one camera to keep it simple for staff.
- Decision: The Council unanimously approved the expenditure.
