Meeting Overview

The Tyrone Borough Council held its regular monthly meeting on Monday, December 8, 2025, at 7:00 PM in the Municipal Building. Mayor Latchford presided over the session, which included the swearing-in of a new council member and several budgetary approvals.

New Council Member

  • Bridgette Gill was sworn in as a new Council member.
  • She won the election to fill the seat vacated by Rob Poust's resignation, receiving 4 votes compared to Jennifer Bryan's 3.
  • Michael Westbrook submitted a letter of interest but did not attend the interview.

Public Comment

  • Joe Eckels (309 Waring Street) addressed the council regarding a property he purchased that had significant issues.
  • He expressed frustration over the lack of assistance from the Borough Council during a 2. 5-year resolution process.
  • He requested that the new council implement measures to better assist residents moving forward, noting that he pays his taxes and utility bills.

Financial Reports

The Council unanimously approved the monthly financial reports for the accounting period ending November 30, 2025. This included:

  • The Account Balance Report
  • Statement of Revenues and Expenses
  • Cash Disbursement Journal

CDBG Funding Reallocation (Lincoln Avenue)

The Council discussed drainage issues affecting residents along Lincoln Avenue (2107-2217).

  • The Plan: Reallocate 2024 CDBG funding to cover the cost of new sidewalks. The Borough’s Liquid Fuels program will be used to repave the street.
  • Engineering: Lehman Engineering suggested doing sidewalks before the street to leave a 6" curb reveal, which will alleviate drainage for approximately 12 homes.
  • Status: The Borough is currently obtaining cost estimates for sidewalk replacement. A resolution to approve this action will be placed under the Solicitor’s tab.

Engineering Proposal

  • P. Joseph Lehman Engineering submitted a proposal for $6,346 to create construction plans and permits for rebuilding the access road into the flood control intake area at Shippen Street.
  • This project is included in the 2026 Budget.
  • Vote: The motion was approved by a roll call vote (7 Ayes, 1 Abstention).

Ordinances and Resolutions

The following items were approved via roll call vote (Councilmember Gill abstained on all):

Ordinances:

  • Ordinance No. 1492: Adopting the 2026 Budget.
  • Ordinance No. 1493: Adopting the 2026 Compensation.
  • Ordinance No. 1494: Adopting the 2026 Fees, Taxes, Etc.

Resolutions:

  • Resolution No. 2025-09: Reappointing James Butler to the Civil Service Commission for a six-year term.
  • Resolution No. 2025-10: Reappointing Gary Barr to the Tyrone Borough Authority for a five-year term.
  • Resolution No. 2025-11: Reappointing Aaron Craig to the Zoning Hearing Board for a three-year term.
  • Resolution No. 2025-12: Authorizing a budget modification for the Borough's 2024 CDBG funds regarding the Lincoln Avenue drainage issue.

Miscellaneous Announcements

  • Christmas Trees: Pickup will occur every Monday in January 2026.
  • Reservoir Park: Reservations will be accepted starting at 8:00 AM on January 15, 2026.
  • Payments: The Borough will begin accepting water, sewer, and tax payments in the office on January 20, 2026.
