Tyrone Borough Council Meeting Summary

Date: August 11, 2025 Location: Tyrone Borough Municipal Building

Call to Order and Attendance

The meeting was called to order by Mayor Latchford at 7:00 PM.

  • Present: Council members Robert Dollar, Sarah Hunter, Ken Patterson, David Snyder, Tammy Wills, William Wiser, and Mayor Latchford.
  • Absent: Council member Rob Poust.
  • Staff Present: Executive Assistant Kim Gurekovich, Solicitor Dan Stants, Chief of Police Jessica Walk, Sewer Superintendent Jason Harris, Water Superintendent Donnie Shultz, and Highway Superintendent Eric Desch.

Public Comment

Nicole Bonsell (owner of 1206 Lincoln Avenue) addressed the Council regarding a private handicap parking space.

  • Decision: The Council rescinded the previous approval to place the space in front of 1206 Lincoln Avenue.
  • New Location: The space was moved to the corner of 12th Street. This change prevents Mr. Kann from having to cross the street to reach his car and allows Ms. Bonsell’s tenants space to park.
  • Vote: Unanimously approved.

Approvals and Reports

Minutes

  • The minutes from the July 14, 2025 meeting were approved.
  • Vote: Ayes: Patterson, Dollar, Wills, Wiser. Abstentions: Hunter, Snyder.

Financial Reports

  • Monthly financial reports for the period ending July 31, 2025 (Account Balance, Revenues/Expenses, and Cash Disbursement Journal) were unanimously approved.

Borough Manager’s Report

  • Repository Bid: A bid of $500 from Compass Geographic, LLC for a parcel on W. Lanners Street was unanimously approved.
  • Historical Society Lease: A new 10-year lease for the Historical Society (expiring August 2035) was unanimously approved.
  • Easement Agreement: An easement agreement with Penelec for a new light pole at 13th Street and North Avenue was unanimously approved.
  • Tourism Development: Resolution No. 2025-04 supporting the certification of "Discover Blair County" (a new TPA) was unanimously approved.

Construction and Infrastructure

  • Historical Museum: Payment Request #3 from Maines Construction for museum renovations was unanimously approved.
  • Water Source: Staff is discussing a potential interconnection agreement with the Altoona Water Authority to ensure adequate water supply. This will be brought to Council for approval once finalized.

Miscellaneous Updates

  • 2026 Food Truck Festival: Council approved dates for the 2026 festival (May 2, June 6, and August 1) on behalf of the Tyrone Improvement Group.
  • Church Parking: Council member Ken Patterson rescinded a suggestion for limited Sunday angle parking at Community Worship Center Church after learning the church has multiple available lots.
  • Historical Signs: Council member Sarah Hunter was informed that historical signs are on the to-do list but are not a current priority.
  • Upcoming Events:
    • Tyrone Labor Day Picnic: September 1
    • Tyrone Community Yard Sale: September 13
    • Camp Anderson 100th Year Celebration: August 2

The meeting adjourned at 7:35 PM.
