Tyrone Borough Council Meeting Summary
Date: January 13, 2025 Location: Tyrone Borough Municipal Building
Attendance and Opening
The meeting was called to order by Mayor Latchford at 7:00 PM. The roll call confirmed the presence of Council members Robert Dollar, Sarah Hunter, Ken Patterson, Rob Poust, David Snyder, Tammy Wills, William Wiser, and Mayor Latchford. Borough staff including Executive Assistant Kimberly Gurekovich, Solicitor Dan Stants, and various department heads were also present.
Financial Approvals
- Minutes: The minutes from the December 9, 2024 meeting were unanimously approved.
- Financial Reports: The Council unanimously approved the financial reports for the period ending December 31, 2024. This included the Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal.
Borough Manager’s Report
- CDBG Reallocation: The Council unanimously approved reallocating $6,042. 52 from the FY2021 Community Development Block Grant (CDBG) to Housing Rehabilitation. These funds were remaining from the demolition of 822-824 Washington Avenue.
- Reservoir Park Restrooms: The Council unanimously ratified a payment of $14,988 to Strouse Electric for work performed on the new restrooms at Reservoir Park.
- Property Transfer Request: A request by Ryan and Ashley Walk to transfer a portion of their property from the Borough to Snyder Township was discussed. Council members expressed concerns regarding the impact on the tax base and neighborhood character. The request was not granted as no motion was made to approve it.
- Speed Sign: A new solar-powered speed sign will be installed in the 700 block of West 15th Street. PennDOT is covering the cost of purchase and installation, though ownership and maintenance will transfer to the Borough.
Ordinances
The Council unanimously approved three ordinances:
- Ordinance No. 1480: Amended personnel policies to define full-time, part-time, regular scheduled, and temporary employees.
- Ordinance No. 1481: Amended vehicle and traffic regulations to prohibit parking on Logan Avenue from Hunter Alley to a point 120 feet from the intersection of Logan and Hunter Avenues.
- Ordinance No. 1482: Adopted the 2024 International Property Maintenance Code.
Miscellaneous
- Historical District Signs: Council member Sarah Hunter noted that signs for the historical district were delivered over the holidays and are scheduled to be installed by Spring.
- Community Updates: Christmas tree pickup is scheduled for every Monday in January, and Reservoir Park reservations begin on January 15, 2025.
