Meeting Overview

The Tyrone Borough Council held its regular monthly meeting on Monday, October 13, 2025, at the Tyrone Borough Municipal Building. The meeting was called to order by Mayor Latchford and included an invocation, the Pledge of Allegiance, and a roll call of council members and borough staff.

Public Comment

Residents raised several concerns during the public comment section:

  • Electrical Upgrades: Elizabeth Detwiler of the Tyrone Improvement Group presented a proposal for $11,000 in electrical upgrades for Reservoir Park. Council decided to wait for a report from the Highway Superintendent regarding an electrician's assessment before proceeding with any work.
  • Code Officer Certification: Marcia Loner inquired about the timeline for the new code officer's certification. She was advised that it would be at least six months before he is ready for BCO Training.
  • E-bikes and E-scooters: Bridgette Gill asked about regulations for e-bikes and e-scooters on downtown sidewalks. Council directed Solicitor Dan Stants to review the current ordinance and determine what actions the Borough could take.
  • Handicapped Parking: Ms. Gill also asked about handicapped parking on Pennsylvania Avenue; she was informed that several spaces already exist there.

Financial and Administrative Approvals

  • Minutes: The minutes from the September 8, 2025 meeting were unanimously approved.
  • Financial Reports: The monthly accounting reports for the period ending September 30, 2025 (including Account Balance, Revenues/Expenses, and Cash Disbursement Journal) were unanimously approved.
  • Historical Museum Improvements: Council unanimously approved a final payment of $50,799. 48 for improvements to the Historical Museum.
  • CDBG Application: Council approved the FY2025 CDBG Cooperative Agreement. The 2025 allocation is $89,173 after administrative fees, which will be used for Housing Rehab.
  • Sewer Pump: Council unanimously approved the purchase of a specialized Discflo pump for the Wastewater Treatment Plant (WWTP) for $45,000. This was a sole-source purchase not included in the 2025 budget.
  • Lincoln Avenue Project: Council unanimously approved a proposal from Lehman Engineering for $4,879 to manage the bidding process for the Lincoln Avenue (MAG) project.

Borough Operations and Announcements

  • Water Line Flushing: The Water Department will flush water lines starting Saturday, October 18. Flushing will occur between 10:00 PM and 6:00 AM, beginning at Kunzler and working through the system.
  • Leaf Collection: The Highway Department has begun curbside leaf bag collection on Mondays through November 24. Residents may also drop off bags at the Highway Department until Saturday, November 15.
  • Council Vacancy: Resolution No. 2025-05 was unanimously approved to announce the resignation of Council member Rob Poust, creating a vacancy.

Upcoming Events

  • Halloween Parade: October 18 at 6:00 PM, hosted by the Tyrone Old Gang.
  • Trunk or Treat: October 25 from 4:00 PM to 7:00 PM at Reservoir Park, hosted by the Parks and Recreation committee in partnership with TACO.
  • Trick or Treat: Thursday, October 30 from 6:00 PM to 8:00 PM.
