Tyrone Borough Council Meeting Summary
Date: July 14, 2025 Location: Tyrone Borough Municipal Building
Call to Order and Attendance
The meeting was called to order at 7:00 PM by Mayor Latchford. An Executive Session regarding personnel matters was held prior to the public meeting.
- Present: Council members Robert Dollar, Ken Patterson, Rob Poust, Tammy Wills, William Wiser, and Mayor Latchford.
- Absent: Council members Sarah Hunter and David Snyder.
- Staff Present: Borough Manager Ardean Latchford, Executive Assistant Kim Gurekovich, Solicitor Dan Stants, Chief of Police Jessica Walk, and various department superintendents.
Public Comment
- Tyrone Christian Academy Archery: The Council presented a Certificate of Recognition to the archery team for their performance in competition.
- Pastor Keith Deal (Community Worship Parking): Pastor Deal requested approval for a variance to allow angled parking. Attorney Stants advised that a variance cannot be granted; changes would require an ordinance amendment. Pastor Deal noted this was previously approved in the room 9 years ago, but no motion was made to approve the request.
- Bridgette Gill (1461 Bald Eagle Avenue): Ms. Gill inquired about painting crosswalks and an open hole on Pennsylvania Avenue near the former Amoco. Highway Superintendent Eric Desch confirmed work is planned for downtown crosswalks.
Financial and Administrative Reports
- Minutes: The minutes from the June 9, 2025 meeting were unanimously approved.
- Financial Reports: The Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal for the period ending June 30, 2025, were unanimously approved.
- CDBG Allocations (FY2025): The Borough received $109,389 in Community Development Block Grant funds ($89,699 after fees). The Council unanimously approved allocating these funds for housing rehabilitation. There are currently 13 applicants approved for this program.
Approvals and Motions
- Water Plant Road Payment: Council unanimously approved Application for Payment No. 2 (Final) in the amount of $23,717. 97 for road improvements.
- New Pension Attorney: Council unanimously approved the appointment of Knox McLaughlin as the new pension attorney, following the retirement of Attorney Randall Rhoades.
- Street Light Installation: Council unanimously approved the installation of a streetlight at 13th Street & North Avenue. The total cost is $4,220. 95, and Penelec has agreed the light is warranted.
- Lincoln Avenue Storm System: Council unanimously approved engineering services for storm drain repairs near MAG Industries. The cost is not to exceed $8,416.
- Handicap Parking: Council unanimously approved a request from Mr. Homer Kann for a private handicap parking space at 1206 Lincoln Avenue (in front of Derman Funeral Home).
Department Reports
- Miscellaneous: Upcoming events include the Labor Day Picnic (Sept 1), Community Yard Sale (Sept 13), and Camp Anderson’s 100th-year celebration (Aug 2).
- Police: Chief Walk reported on a request for private handicap parking (see above).
- Other Departments: Reports were received from the Solicitor, Consulting Engineer (Rettew), Code Enforcement, Sewer, Water, and Highway departments.
Adjournment
The meeting adjourned at 7:40 PM. Members of the Neptune Volunteer Fire Company were present to display new fire apparatus.
